He always feels compassion for his Creation -- and gave us the opportunity to discover His goodness within our own being. But He also gave us the will to make the decision to choose His goodness. Some do, and other do not. Hence great brutality continues even to this day.

There is a Guru Shabad( I do not remember it now, it is by Mehl 1)) that states, a person steals, looks this way that way to see if any one is watching and brings it home, never ever realizes that HE is watching always. People who forget HIM lower themselves to animal levels under the influence of Maya. Game goes on.
