Only Hindus celebrate it....none others celebrate esp Muslims or Christians. Secondly its not celebrated anywhere outside INDIA. This is the basis of the premise of it being a Hindu festival.I don't think Rakhri has anything to do with Hinduism or any religion(No proof for it). Its just a festival which has lost its significance/meaning/importance and now just observed as a day to celebrate the relationship between brother and sister without actually thinking about why it has been celebrated.
A brother with a pagg and beard is no different from an ordinary brother wearing rakhri until he realize the significance of why he is wearing the pagg and why he is keeping beard. Everything becomes an unnecessary ritual when we forget the significance and do it without putting any thinking into it.
Festivals are meant to remind us, to realize the reason behind the celebration. Everything is unnecessary ritual at end of the day, it could be Sukh Aasan, could be lightning on diwali, could be wearing pagg, could be keeping beard, could be wearing kada..
