India Stopped From Eve-teasing, Akali Leader Shoots ASI Dead

AMRITSAR: The young daughter of Punjab Police ASI Ravinderpal Singh who was gunned down by an Akali leader Ranjit Singh Rana in broad daylight Wednesday is so shocked over her dad’s death that she has not been coming to terms with the life after losing her father. She said she would kill the accused if he is brought in front of her.

"Bring him before me. I will shoot and kill him like he did to my helpless father. No one came to help us as he (the accused) attacked us," the daughter of slain Assistant Sub-Inspector Ravinder Pal Singh said here Thursday.

ASI Ravinder Pal Singh was allegedly shot dead by Ranjit Singh Rana, a general secretary of the Amritsar district Akali Dal, and his accomplices in Chheharta area on outskirts of the city after he objected to his daughter being subjected their harassment Wednesday. Rana had been stalking the ASI's daughter for the last few days.

Sobbing continuously, the victim said that no one from the public came to help her and her father as Rana continued to shoot and assault them.

"After he shot at my father with his rifle, my father collapsed. Rana then hit me and I fell on my father. He kept kicking and hitting us in full public glare. I cried and pleaded for help but everyone ran away. Even when the ambulance came, I had to lift my father into it as no one came to help me," she said.

She said that the same gang, led by Rana had harassed her on Dec 1 also and she had complained to the nearby police station. "However, no one listened. Had police acted on that day, my father would have been alive today," she said.

About Wednesday's shooting, the victim said that after her father confronted Rana and his accomplices, Rana took out a pistol and shot her father in the leg. She also received gunshot wounds on the hand.

"After that, he ran away and I rushed my father to the hospital in my car. They came back with a rifle after some time and as my father came out of the car, he (Rana) shot him. We didn't even know him or had any enmity. I want justice," the victim said.

She continues shouting 'kill him (murderer) before my eyes' since the gruesome incident yesterday after her cop father objected to Rana, general secretary of ruling Shiromani Akali Dal (SAD), for harassing his daughter and in return he opened fire.

The family sources said the girl was being harassed by Rana and his friends who had been following her for many days and she had noted down the vehicle’s number in which they used to stalk her.

"I will not be able to live without my father," she kept crying as the ASI was cremated here today amidst full state honour in presence of DGP Punjab Sumedh Saini and Information Minister Bikram Singh Majithia, whose party Rana (now suspended from party) belonged.

The daring act in which Rana killed the ASI as he was injured and was being taken away to hospital when Rana and his two friends opened fire again, has shocked the city residents who say that what about common man if an armed ASI in uniform can not protect his daughter from the goonda elements. The general security environment in the city is so bad that the goonda elements are often seen on vehicles with black films following the girls and women and the police has been a mute spectator.

There was a lot of hue and cry from all sides today as the ASI was cremated. On the other hand Rana who was arrested by the Tarn Taran police was so daring that he opened fire even at the police party that went to arrest him at Rajoke village in Tarn Taran. While Rana and his accomplice were arrested Thursday, two other men continued to elude police. The police officer was in uniform when he was attacked by Rana.

Punjab Director General of Police (DGP) Sumedh Singh Saini told media here that police had swung into action immediately after Wednesday's killing and arrested the main accused. Three weapons, all licensed, were recovered from them.

It seems obvious that people are frightened. It horrible is to think that passers-by would do nothing, even police would ignore complaints about threats and stalking. Yet, the article seems to be saying this has been the norm.
The general security environment in the city is so bad that the goonda elements are often seen on vehicles with black films following the girls and women and the police has been a mute spectator.
People who feel helpless may not step forward because they feel helpless. It takes an out-and-out murder to get results... only too late. People only? Police also seem helpless or passive. The reason for that? How powerful is the "Akali leader Ranjit Singh Rana?" It was Punjab Police ASI Ravinderpal Singh who was shot down. It was his daughter who was harassed.

ASI’s only fault was that he had objected to Rana’s attempts to harass his young daughter and in the fit of rage Rana opened fire, fatally injuring Ravinder Pal who breathed his last at a private hospital where he was rushed for the treatment.

There was a wave of shock in the city which has already been seeing a spurt in the crime as the political patronage is visible among the goonda elements in the 'holy city’.

Ironically, Rana was recently given the post of a general secretary for his 'services to the party’ by district Akali Dal Chief Upkar Singh, a close associate of Revenue Minister Information Minister Bikram Singh Majithia as well as MP Navjot Singh Sidhu and his wife Navjot Kaur Sidhu.

The track record of Rana was suspicious as he had been often involved in number of brawls and clashes but was considered an 'asset’ by the ruling Akali Dal.

The sources said that he had been harassing ASI’s daughter and he had been warned. Today again when he passed objectionable remarks to her, she told her father who went to the home of Rana asking him to behave but Rana took the pistol out and opened fire and by the time ASI could react he fell to the ground.

The ASI was posted at Gharinda Police Station while his residence was at Chheherta, on the outskirts of the city where Rana was also living and he used to harass ASI’s young daughter.

The incidents of eve-teasing are already on the rise and the incident has in the close proximity of Shruti Scandal as the minor daughter was abducted on gun point by one Youth Akali leader in Ferozepur who is currently behind bars.

Commissioner of police Ram Singh who rushed to the spot promised action but the culprit was absconding. "We will arrest him soon,’’ said Ram Singh.

I think readers can come to their own conclusions as to why the accused acts as if he is above the law. He is considered an "asset." I won't say more.

If a common man tries to eve tease an ASI daughter chances are he will be severly beaten and could be in jail for months.ASI is also a powerful person compared to common man.Shooting ASI clearly show this man has too much power

Please, can we retire the term eve-teasing?

Tease: Verb
Make fun of or attempt to provoke (a person or animal) in a playful way: "he teased Jill about her dress"; "she was just teasing".

There is nothing playful about "eve-teasing" and that term really trivialises the matter. It can be anything from verbal harassment to casual fondling to gang-rape and can even result in the death of the victim. Each crime needs to be spelled out. The legally least serious seems to be sexual battery all the way to sexually-motivated murder. Hardly playful.

The article says the young woman was harassed. I have no evidence what actually happened, but I would be willing to bet that there were lewd threads and unwanted physical contact. Teasing?

Words are powerful. The words we use define our meaning. Please, can we bury this innocuous-sounding term and use more appropriate words?

What I gleaned from both articles is that it is normal for young women to be chased down by gundas by motor-bikes. Anywhere else this would not be "eve-teasing" but attempted battey, assault, either misdemeanors or felonies punishable by fines and/or imprisonment, depending on the legal code. In Punjab apparently it is a form of "eve-teasing."

The pattern escalated to murder. And it would seem that even after warnings and complaints lodged with the police nothing could be done? nothing would be done? nothing will be done? some want nothing to be done? something like this might be again done?

The title disguises what the problem is about. "Eve-teasing" is the symptom of something that has less to do with crimes against women and more to do with something else. Otherwise, "eve-teasing" by motorcycle would not be happening in the first place. The article actually tells us more than the words in print actually say.

Thought some may find this interesting. Terrorizing women by motor-cycle does not qualify as "eve-teasing" under Indian law. So what are the reporters doing with that title? Here is a bit of research: what eve-teasing is and the penalties. Of course there is always the problem of being taken seriously by authorities, and the problem of having the law enforced.

Though Indian law doesn't use the term 'Eve Teasing', victims usually seek recourse through Section 298 (A) and (B) of the Indian Penal Code (IPC), which sentences a man found guilty of making a girl or woman the target of obscene gestures, remarks, songs or recitation to a maximum jail sentence of three months. Section 292 of the IPC clearly spells out that showing pornographic or obscene pictures, books or slips to a woman or girl draws a fine of Rs.2000 with two years of imprisonment of either description for first offenders. In the case of a repeated offence, the offender may have a fine of Rs.5000 with five years imprisonment imposed. Under Section 509 of the IPC, obscene gestures, indecent body language and acidic comments directed at any woman or girl or exhibits any such object or intrudes upon the privacy of woman carries a penalty of simple imprisonment for one year or a fine or both.

So, I supposed even in Punjab hunting someone down with a motor-cycle is in theory a different offense.

I have read that many feminists do also consider this assault. It is psychological assault. And if it becomes an ingrained pattern and people develop mindsets then I have to agree, or even add, that it is a form of torture.

Having said that ... and you can tell I am really wound up over not only the story but the way it has been covered.... when society thinks that the use of euphemisms like "eve-teasing" is humorous, and the deeds are not that serious, of course over time tolerance for it builds up. "Oh what the heck, it is only "eve-teasing." People become immune to the problem for what it is. Tolerance builds and builds. But tolerance leads to escalation. The problem gets worse. Then running people down with motor-cycles becomes a frequent occurrence.

That is what I have to say about the "eve-teasing" part.

In plenty of romantic Indian film( Hindi south) Hero stalk Heroine ,forcibly try to talk to her sometimes touches the heroine and in few films even forcibly kisses her only and later she accept her proposal and story moves on .The common Indian public love this even young girls.If people are serious about this then they should stop watching these films and protest against them because films are one of the universal religion in India
