Ik Oankar respected Gyani Ji. The word simran means "to remember." For different parts of the creation there are different ways of worship. In Arti, Guru Sahib has told us how creation worships Sri Akal. For humans, it is a different way to worship or do simran of Sri Akal Purkh from nature. For humans the method of worship is Naam Simran. Yes, but do the Sun and Moon say any words to worship? And this is clearly explained in Arti how they do simran. But lets look at the whole shabad rather than pulling out one-liners: One Universal Creator God. By The Grace Of The True Guru: The earth and the Akaashic ethers meditate in remembrance. The moon and the sun meditate in remembrance on You, O treasure of virtue. Air, water and fire meditate in remembrance. All creation meditates in remembrance. All the continents, islands and worlds meditate in remembrance. The nether worlds and spheres meditate in remembrance on that True Lord. The sources of creation and speech meditate in remembrance; all the Lord's humble servants meditate in remembrance. ||2|| Guru Sahibs tells us that creation is doing simran of Sri Karta Purkh. This has nothing to do with hukam. The nature that Sri Karta Purkh has bound performs as Sri Karta Purakh has set it, and it is in itself that this creation worship. With humans it is not the same. The earth, sun and moon are not set with the objective of mukti as humans are. Neither are animals, or plants. SGGS talks to Mankind only, not to the Sun, Moon and stars, trees and roses. SGGS does talk about them but not to them. Its not as clear as day. All that shabad tells us it that the creation fears Karta Purkh if you take it in its literal sense. Even then it doesn't support what you claim. "ਭੈ" is not hukam. The shabad is telling us that the creation obeys the Creator and is fearful of the Creator. The shabad which you have posted ends like this respected Gyani Ji: God has inscribed the Inscription of His Fear upon the heads of all. O Nanak, the Fearless Lord, the Formless Lord, the True Lord, is One. ||1|| Not once in the shabad is ther eany inference of "hukam." Simran is remembrance. Karta Purkh has given the creation different ways of doing simran. Animals and plants live the hukam given to them by Sri Karta Purkh. Do dogs and cats get mukti?
