ਚੀਨ ਦੇ ਯੁੱਧ ਵੱਲ ਵਧਦੇ ਕਦਮ-ਇੱਕ ਖਤਰਨਾਕ ਸਥਿਤੀ

ਚੀਨ ਦਾ ਅਰੁਣਾਂਚਲ ਪ੍ਰਦੇਸ਼ ਨੂੰ ਤਿੱਬਤ ਦਾ ਦੱਖਣੀ ਭਾਗ (ਜ਼ੰਗਾਨ) ਗਰਦਾਨਣਾ, ਅਰੁਣਾਚਲ ਦੇ 22 ਥਾਵਾਂ ਨੂੰ ਦੋ ਕਿਸ਼ਤਾਂ ਵਿਚ ਚੀਨੀ ਨਾਮ ਦੇਣਾ, ਅਤੇ ਅਰੁਣਾਚਲ ਦੇ ਸਰਹਦੀ ਇਲਾਕੇ ਵਿਚ ਇਕ ਨਵਾਂ ਪਿੰਡ ਵਸਾ ਦੇਣਾ ਭਾਰਤ ਲਈ ਭਾਰਤ-ਤਿੱਬਤ ਹੱਦ ਉਤੇ ਚੀਨ ਵਲੋਂ ਵੱਧਦੇ ਜਾ ਰਹੇ ਖਤਰੇ ਦੀਆਂ ਨਵੀਆਂ ਘੰਟੀਆਂ ਹਨ। ਅਰੁਣਾਂਚਲ ਪ੍ਰਦੇਸ਼ ਵਿਚ ਭਾਰਤੀ ਰਾਸ਼ਟਰਪਤੀ, ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਤੇ ਦਲਾਈ ਲਾਮਾ ਦੀ ਯਾਤਰਾ ਨੂੰ ਵੀ ਗੈਰ ਕਨੂੰਨੀ ਦਸਣਾ ਉਸ ਦੀ ਅਰੁਣਾਚਲ ਪ੍ਰਦੇਸ਼ ਨੂੰ ਅਪਣਾ ਬਣਾਉਣ ਦੀ ਖਾਹਿਸ਼ ਨੂੰ ਜ਼ਾਹਿਰ ਕਰਦਾ ਹੈ। ਅਜੇ ਲਦਾਖ ਵਿਚਲੇ ਦਿਪਸਾਂਗ, ਤੇ ਹਾਟ ਸਪਰਿੰਗ ਦੇ ਚੀਨ ਵਲੋਂ ਦੱਬੇ ਹੋਏ ਇਲਾਕੇ ਖਾਲੀ ਨਹੀਂ ਕੀਤੇ ਗਏ ਤੇ ਗਲਵਾਨ ਵਾਦੀ ਵਿੱਚ ਚੀਨ ਦਾ ਝੰਡਾ ਖੜ੍ਹਾ ਕਰਨਾ ਤੇ ਵਿਵਾਦਿਤ ਗੀਆਗਾਂਗ ਦੇ ਵਿਵਾਦਿਤ ਇਲਾਕੇ ਵਿਚ ਪੁੱਲ ਬਣਾਉਣਾ ਸ਼ੁਰੂ ਕਰਨਾ ਵੀ ਭਾਰਤ ਲਈ ਘੱਟ ਚਿੰਤਾ ਦਾ ਕਾਰਨ ਨਹੀਂ । ਭਾਰਤ ਦੀ ਪ੍ਰਭੂਸਤਾ ਤੇ ਇਹ ਸਿੱਧੇ ਹਮਲੇ ਚੀਨ ਦੀ ਵਿਸਤਾਰ ਵਾਦੀ ਨੀਤੀ ਦੇ ਅਭਿੰਨ ਅੰਗ ਹਨ।ਚੀਨ ਦੀ ਭਾਰਤੀ ਹੱਦ ਉਤੇ ਇਸ ਕੜਾਕੇ ਦੀ ਸਰਦੀ ਵਿੱਚ 60,000 ਸੈਨਿਕ ਤੈਨਾਤ ਕਰਨਾ ਦਸਦਾ ਹੈ ਕਿ ਉਹ ਯੁੱਧ ਲਈ ਤਿਆਰ ਬੈਠਾ ਹੈ।ਭਾਰਤ ਦਾ ਜਵਾਬ ਵਿਚ 50,000 ਸੈਨਿਕ ਤੈਨਾਤ ਰੱਖਣਾ ਪਰ ਕੋਈ ਸਖਤ ਕਦਮ ਨਾ ਚੁੱਕਣਾ ਉਸ ਨੂੰ ਹੋਰ ਹੱਲਾ ਸ਼ੇਰੀ ਤੇ ਦਲੇਰੀ ਦਿੰਦਾ ਹੈ।
ਚੀਨ ਦੇ ਰਾਸ਼ਟਰਪਤੀ ਜਿਨ ਪਿੰਗ ਦਾ ਤਾਜ਼ਾ ਬਿਆਨ ਕਿ, “ਚੀਨ ਇੱਕ ਸਪੈਸ਼ਲ ਫੋਰਸ ਤਿਆਰ ਕਰਨ ਜਾ ਰਿਹਾ ਹੈ ਜੋ ਯੁੱਧ ਵਿਚ ਵਿਜਈ ਹੋਵੇ।” ਇਹ ਬਹੁ ਭਾਵੀ ਬਿਆਂਨ ਹੈ ਜਿਸ ਤੋਂ ਤਿੰਨ ਤਰ੍ਹਾਂ ਦੇ ਅਰਥ ਕੱਢੇ ਜਾ ਸਕਦੇ ਹਨ।ਅਰਥ ਪਹਿਲਾ: ਚੀਨ ਦੀ ਸੈਨਾ ਅਜੇ ਤਕ ਜੰਗ ਜਿਤਣ ਦੇ ਕਾਬਿਲ ਨਹੀਂ ਸੀ। ਉਸ ਨੂੰ ਹੁਣ ਨਵੀਂ ਯੁੱਧ ਸਿਖਿਆ ਦੇ ਕੇ ਯੁੱਧ ਜਿਤਣ ਦੇ ਕਾਬਲ ਬਣਾਇਆ ਜਾਏਗਾ। ਦੂਜੇ ਚੀਨ ਜਲਦ ਹੀ ਕਿਸੇ ਦੇਸ਼ ਜਾਂ ਦੇਸ਼ਾਂ ਨਾਲ ਜੰਗ ਕਰਨ ਜਾ ਰਿਹਾ ਹੈ ਜਿਸ ਲਈ ਜੰਗ ਜਿਤਣਾ ਬਹੁਤ ਹੀ ਜ਼ਰੂਰੀ ਹੈ। ਤੀਜੇ ਚੀਨੀ ਰਾਸ਼ਟਰਪਤੀ ਆਪਣੇ ਲੋਕਾਂ ਨੂੰ ਭਰੋਸਾ ਦਿਵਾ ਰਿਹਾ ਹੈ ਕਿ ਚੀਨੀ ਫੌਜ ਕਿਸੇ ਕੋਲੋਂ ਹਾਰਨ ਵਾਲੀ ਨਹੀਂ ਹੋਵੇਗੀ। ਤੀਜੇ ਨੁਕਤੇ ਨੂੰ ਪਹਿਲਾਂ ਲਈਏ ਤਾਂ ਇਹ ਸਮਝਣਾ ਜ਼ਰੂਰੀ ਹੈ ਕਿ ਚੀਨੀ ਪੋਲਿਟਬਿਉਰੋ ਦੀਆਂ ਚੋਣਾਂ ਜਲਦ ਹੀ ਹੋਣ ਵਾਲੀਆਂ ਹਨ ਤੇ ਉਸ ਦੇ ਪੁਰਣੇ ਮੈਂਬਰਾਂ ਵਿਚੋਂ ਜਿਨ ਪਿੰਗ ਪੱਖੀ 50% ਮੈੰਬਰ ਰਿਟਾਇਰ ਹੋਣ ਜਾ ਰਹੇ ਹਨ ਜਿਨ੍ਹਾਂ ਦੀਆਂ ਖਾਲੀ ਕੀਤੀਆਂ ਸੀਟਾਂ ਭਰਨ ਲਈ ਜੰਤਾ ਨੂੰ ਵਿਸ਼ਵਾਸ਼ ਵਿਚ ਲੈਣਾ ਜ਼ਰੂਰੀ ਹੈ। ਜਿੰਨ ਪਿੰਗ ਨੂੰ ਆਪਣੀ ਗੱਦੀ ਸਾਂਭੀ ਰੱਖਣ ਲਈ ਨਵੇਂ ਮੈੰਬਰਾਂ ਵਿਚੋਂ ਜ਼ਿਆਦਾ ਆਪਣੇ ਹੱਕ ਦੇ ਹੀ ਹੋਣੇ ਜ਼ਰੂਰੀ ਹੋਣਗੇ।ਦੂਜੇ ਨੁਕਤੇ ਨੂੰ ਲਈਏ ਤਾਂ ਚੀਨ ਜੋ ਲਗਾਤਾਰ ਤਾਇਵਾਨ ਉਪਰ ਹਵਾਈ ਉਡਾਣਾਂ ਕਰਕੇ ਉਸ ਦੀ ਪ੍ਰ੍ਰਭੂਸਤਾ ਨੂੰ ਵੰਗਾਰਦਾ ਆ ਰਿਹਾ ਹੈ ਉਸ ਦਾ ਜਵਾਬ ਦੇਣ ਲਈ ਤਾਇਵਾਨ ਨੇ ਅਮਰੀਕਾ ਤੋਂ ਸ਼ਕਤੀਸ਼ਾਲੀ ਮਿਸਾਈਲਾਂ ਖਰੀਦਕੇ ਤੈਨਾਤ ਕਰ ਦਿਤੀਆਂ ਹਨ ਤੇ ਤਾਇਵਾਨ ਦੇ ਰਾਸ਼ਟਰਪਤੀ ਨੇ ਚੀਨ ਨੂੰ ਧਮਕੀ ਦੇ ਦਿਤੀ ਹੈ ਕਿ ਜੇ ਹੁਣ ਚੀਨ ਉਸ ਦੇ ਇਲਾਕੇ ਤੇ ਹਵਾਈ ਉਡਾਣਾਂ ਭਰੇਗਾ ਤਾਂ ਹਵਾਈ ਜਹਾਜ਼ ਮਾਰ ਗਿਰਾਏ ਜਾਣਗੇ। ਹੁਣ ਇਕੱਲਾ ਅਮਰੀਕਾ ਹੀ ਨਹੀਂ ਨਾਟੋ ਦੇਸ਼ ਵੀ ਤਾਇਵਾਨ ਦੇ ਹੱਕ ਵਿਚ ਆ ਬੈਠੇ ਹਨ ਤੇ ਦੁਵੱਲੀ ਮਾਰ ਮਾਰਨ ਦੀ ਯੋਜਨਾ ਬਣਾਈ ਬੈਠੇ ਹਨ।
ਏਧਰ ਭਾਰਤ ਨਾਲ ਵਧਦਾ ਵਿਵਾਦ ਵੀ ਜੰਗੀ ਹਾਲਤ ਧਾਰਨ ਕਰਦਾ ਜਾ ਰਿਹਾ ਹੈ ਕਿਉਂਕਿ ਜਿਸ ਤਰ੍ਹਾਂ ਚੀਨ ਨੇ ਭਾਰਤ ਦੀ ਪ੍ਰਭੂਸਤਾ ਨੂੰ ਅਰੁਣਾਚਲ ਅਤੇ ਲਦਾਖ ਵਿੱਚ ਵੰਗਾਰਿਆ ਹੈ ਉਹ ਭਾਰਤ ਲਈ ਜ਼ਿਆਦਾ ਦੇਰ ਸਹਿਣਾ ਮੁਸ਼ਕਲ ਹੋਵੇਗਾ।ਭਾਰਤ ਕੁਆਡ ਦਾ ਮੈਂਬਰ ਵੀ ਇਸੇ ਲਈ ਬਣਿਆ ਕਿ ਜੇ ਚੀਨ ਵਲੋਂ ਹਮਲਾ ਹੋਵੇ ਤਾਂ ਅਮਰੀਕਾ, ਆਸਟ੍ਰੇਲੀਆ ਤੇ ਜਪਾਨ ਉਸ ਦੀ ਮਦਦ ਤੇ ਹੋਣ ਤੇ ਉਨ੍ਹਾਂ ਇਕਠਿਆਂ ਨੇ ਮਾਲਾਬਾਰ ਜਹੀਆਂ ਮਸ਼ਕਾਂ ਕੀਤੀਆ ਹਨ। ਚੀਨ ਦਾ ਹਿੰਦ ਮਹਾਂ ਸਾਗਰ ਦਾ ਸਰਵੇ ਕਰਨਾ ਤੇ ਏਧਰ ਦੇ ਪਾਣੀਆਂ ਪਣਡੁਬੀਆਂ ਭੇਜਣਾ ਅਤੇ ਗਵਾਦਰ ਬੰਦਗਾਹ ਨੂੰ ਤੇਜ਼ੀ ਨਾਲ ਤਿਆਰ ਕਰਨਾ ਭਾਰਤ ਨੂੰ ਯੁਧ ਦੀ ਤਿਆਰੀ ਲਈ ਹੋਰ ਵੰਗਾਰ ਰਿਰਹਾ ਹੈ।ਸਾਡੇ ਅਮਰੀਕਾ ਨਾਲ ਵਧਦੇ ਸਬੰਧਾਂ ਨੂੰ ਵੇਖਦੇ ਹੋਏ ਚੀਨ ਵਲੋਂ ਹੁਣ ਇਹ ਵੀ ਧਮਕੀ ਆਈ ਹੈ ਕਿ ਜੇ ਭਾਰਤ ਅਮਰੀਕਾ ਨਾਲ ਜੁੜਿਆ ਰਿਹਾ ਤਾਂ ਉਸ ਦਾ ਆਰਥਿਕ ਨੁਕਸਾਨ ਵੀ ਹੋ ਸਕਦਾ ਹੈ।
ਚੀਨ ਨੇ ਅਫਰੀਕੀ ਤੇ ਲਾਤੀਨੀ ਦੇਸ਼ਾਂ ਨੂੰ ਜਿਸ ਤਰ੍ਹਾਂ ਵੱਡੇ ਪੱਧਰ ਤੇ ਕਰਜ਼ਾਈ ਬਣਾ ਕੇ ਉਥੋਂ ਦੀਆਂ 90% ਖਦਾਨਾਂ ਦੇ ਕੰਟ੍ਰੈਕਟ ਆਪਣੇ ਨਾ ਕਰਵਾ ਲਏ ਹਨ ਉਹ ਸਿੱਧਾ ਉਨ੍ਹਾਂ ਦੇਸ਼ਾਂ ਦੀ ਆਰਥਿਕਤਾ ਤੇ ਵਾਰ ਹੈ। ਅਫਰੀਕੀ ਦੇਸ਼ਾਂ ਦਾ ਇਸ ਤਰ੍ਹਾਂ ਆਰਥਿਕਤਾ ਗੁਲਾਮੀ ਵਲ ਲੈ ਜਾਣਾ ਨਾਟੋ ਦੇਸ਼ਾਂ ਨੂੰ ਚੁਭਦਾ ਹੈ ਤੇ ਲਾਤੀਨੀ ਦੇਸ਼ਾਂ ਦਾ ਅਮਰੀਕਾ ਨੂੰ।ਇਸੇ ਲਈ ਅਮਰੀਕਾ ਵਲੋਂ ਕੁਆਡ ਤੇ ਹੋਰ ਜਥੇਬੰਦੀਆਂ ਬਣਾਈਆਂ ਗਈਆਂ ਹਨ ਕਿ ਚੀਨ ਦਾ ਵਿਸਤਾਰ ਰੋਕਿਆ ਜਾ ਸਕੇ ਜਿਨ੍ਹਾਂ ਵਿਚ ਨਾਟੋ ਦੇ ਮੈਬਰ ਦੇਸ਼ ਵੀ ਸ਼ਾਮਿਲ ਹਨ ਜਿਨ੍ਹਾਂ ਨੂੰ ਰਲਾਕੇ ਚੀਨ ਨੂੰ ਦੋ ਪਾਸਿਉਂ ਘੇਰਨ ਦੀ ਯੋਜਨਾ ਬਣਾਈ ਹੋਈ ਹੈ। ਇਸੇ ਤਰ੍ਹਾਂ ਆਸਟ੍ਰੇਲੀਆ, ਕਨੇਡਾ ਤੇ ਭਾਰਤ ਵਰਗੇ ਮੁਲਕਾਂ ਤੇ ਜਿਸ ਤਰ੍ਹਾਂ ਚੀਨ ਸਾਈਬਰ ਹਮਲੇ ਕਰਦਾ ਰਿਹਾ ਹੈ ਉਨ੍ਹਾਂ ਨੂੰ ਵੀ ਰੋਕਣ ਦੀਆਂ ਵੀ ਯੋਜਨਾਵਾਂ ਬਣਾੲਦੀਆਂ ਗਈਆਂ ਹਨ। ਚੀਨ ਦਾ ਸਭ ਤੋਂ ਘਾਤਕ ਹਥਿਆਰ ਕਰੋਨਾ ਰਿਹਾ ਹੈ ਜਿਸਨੇ ਤਾਂ ਅਮਰੀਕਾ ਇੰਗਲੈਂਡ ਇਟਲੀ ਜਰਮਨੀ ਵਰਗੇ ਦੇਸ਼ਾਂ ਦੇ ਵੀ ਗੋਡੇ ਲਵਾ ਦਿਤੇ ਹਨ। ਭਾਰਤ ਨੂੰ ਵੀ ਇਸ ਘਾਤਕ ਹਥਿਆਰ ਦਾ ਵਾਰ ਸਹਿਣਾ ਪਿਆ ਹੈ।
ਚੀਨ ਨਾਲ ਸੰਭਾਵਤ ਜੰਗ ਜਾਂ ਤਾਂ ਤਾਇਵਾਨ ਨਾਲ ਜਾਂ ਭਾਰਤ ਨਾਲ ਹੋ ਸਕਦੀ ਹੈ; ਇਨ੍ਹਾਂ ਦੋਵੇਂ ਹਾਲਾਤਾਂ ਵਿੱਚ ਅਮਰੀਕਾ ਦਾ ਦਖਲ ਸੰਭਵ ਹੈ ਤੇ ਫਿਰ ਨਾਟੋ ਦਾ ਵੀ ਤੇ ਇਹ ਜੰਗ ਤੀਜੀ ਵਿਸ਼ਵ ਜੰਗ ਦਾ ਰੂਪ ਵੀ ਧਾਰਨ ਕਰ ਸਕਦੀ ਹੈ। ਭਾਰਤ ਨੂੰ ਅਪਣੀਆਂ ਤਿੰਨੇ ਸੈਨਾਵਾਂ ਨੂੰ ਅਤੇ ਆਰਥਿਕਤਾ ਨੂੰ ਹੋਰ ਮਜ਼ਬੂਤ ਕਰਨਾ ਹੋਵੇਗਾ ਤੇ ਚੀਨ ਵਲੋਂ ਕਈ ਹੋਰ ਸੰਭਾਵੀ ਫਰੰਟਾਂ ਤੇ ਭਾਵ ਬਾਇਉਲਾਜੀਕਲ, ਸਾਈਬਰ ਜਾਂ ਖਲਾਈ ਹਮਲੇ ਤੋਂ ਬਚਾ ਲਈ ਵੀ ਪ੍ਰਬੰਧ ਕਰਨੇ ਹੋਣਗੇ ਤਾਂ ਕਿ ਜੇ ਚੀਨ ਤੇ ਪਾਕਿਸਤਾਨ ਨਾਲ ਦੋ-ਤਰਫਾ ਯੁੱਧ ਲੜਣਾ ਪੈ ਜਾਵੇ ਤਾਂ ਪੂਰੇ ਜੋਸ਼ ਨਾਲ ਦੋਨਾਂ ਨੂੰ ਹਰਾਇਆ-ਭਜਾਇਆ ਜਾ ਸਕੇ। ਵੈਸੇ ਪਹਿਲ ਸ਼ਾਂਤੀ ਨੂੰ ਹੀ ਦੇਣੀ ਚਾਹੀਦੀ ਹੈ ਤੇ ਗੱਲਬਾਤ ਜਾਰੀ ਰੱਖਣੀ ਚਾਹੀਦੀ ਹੈ।
China moving towards war - a dangerous situation

China is an expansionist no doubt. It has usurped areas of India, Nepal and Bhutan and is out to completely subdue Hongkong and going all out to capture Taiwan. Regarding India China's declaration of Arunachal Pradesh as the southern part of Tibet (Zangan); giving Chinese names to 22 places in Arunachal (in two instalments), and setting up of a new village in the border area of Arunachal are very alarming steps towards challenging the sovereignty of India. Declaring the visit of Indian President, Prime Minister and Dalai Lama to Arunachal Pradesh as illegal shows its desire to make Arunachal Pradesh his own. The Chinese-occupied areas of Depsang and Hot Spring in Ladakh have not yet been evacuated, and the raising of the Chinese flag in the Galwan Valley and the construction of bridge on Pengong Lake in the disputed area of lakes are of no less concern for India. These direct attacks on India's sovereignty are an integral part of China's expansionist policy. Not taking any drastic steps by India gives it more courage and eagerness to his ego of expansionism.
Chinese President Jin Ping's latest statement that, "China is going to build a special force to win the war" gives various meanings. First deduction can be: “The Chinese army was not yet capable of winning the war. He will now be able to win the war by giving intensive training for war. Second deduction can be: “China is going to go to war with a country or countries.” Third, the Chinese president is assuring his people that the Chinese army is invincible.
First of all, it is important to understand that the elections to the Chinese Politburo are due and that 50% of its pro-Jinping members are retiring, and new members will have to be chosen to fill the vacancies for which the public must be persuaded to send Jin Ping favouring representatives to the politburo so that Jin Ping should continue ruling.
In view of this Jin Ping is aiming towards Taiwan and India. Faced with continuously building threat, Taiwan has purchased and deployed powerful missiles from the United States, and the Taiwanese president has threatened to shoot down the planes if hence China makes sorties over its territory. Now not only the US but also NATO countries have come out in favour of Taiwan and are planning to strike a double blow from two sides. .
The growing dispute with India is also escalating into a state of war as the way China has challenged India's sovereignty in Arunachal and Ladakh, it will be difficult for India to endure such a threat for a long time. In any case, with the help of USA, Australia and Japan, they have done drills like Malabar exercises together to show that India is not alone. China's surveying of the Indian Ocean and its submarine roaming in Indian ocean are certainly a cause of concern for India. Rapid construction of the port of Gwadar has further added to India’s concern. The recent threat by China has that if India remained close to the US, it could suffer economic losses has also to be taken seriously.
The way China has so heavily burdened African and Latin countries that it has not won 90% of their mining contracts. This is a direct blow to their economies. The enslavement of the economies of African countries is a sting to NATO and Latin America to the United States. There have now plans to encircle China from two sides to contain it. Plans are also being made to stop cyber-attacks by China on countries like Australia, Canada and India.. China's most deadly biological weapon is the corona, which has brought the United States, Britain, Italy and Germany to their knees. India has also suffered from this deadly weapon. Thus Chinese threat is on global level on military and economic fronts, that need to be contained by global powers, However, most threatened nations are its immediate neighbours that is Taiwan and India where it is continuously creating troubles by its policy of expansionism. Hence a possible war by China could be with either Taiwan or India; In both the cases, there is the possibilities of US and NATO intervention, which could turn into World War III with Russia siding with China. Both India and Taiwan do not want any war but are being dragged by China which they both have to resist. However India will have to further strengthen its Defence Forces and its economy, and prepare to prevent from biological, cyber or space attacks. It may have to fight on two fronts with China and Pakistan and should be prepared for this. India must not lower its guard at any moment. However, peace must come first and dialogue must continue.
