Let us all do Ardaas to Waheguru for Rakhya of Punjab:

Forget about canting off to Macau or Las Vegas strip to roll a dice and revel in a tantalising gambling carousal.

Get ready to spin a ball on a little wheel popularly called roulette, see it running around and cheerfully call a bet to the croupier, as you quaff colas and gorge peanuts -- all on the banks of the Satluj river in the rural hinterland of Punjab.

Punjab deputy CM Sukhbir Badal, known for his flamboyance and CEO style of functioning, has ordered the state's infrastructure development agency Punjab Infrastructure Development Board (PIDB) to set up a Las Vegas strip-like casino at Mattewara village near Ludhiana.

A three-member team comprising a PIDB official and two members from an empanelled private agency Infrastructure Leasing & Financial Services Limited (IL&FS) was sent on a four-day visit to Goa last week to study and explore the possibility of installing slot machines and casinos in Punjab, set to become third state in the country after Sikkim and Goa to have casinos.

According to the state visit report, a copy of which is with TOI, the team -- which returned on Thursday -- held meetings with Goa chief secretary P K Shrivastav and special secretary Mohan Lal and had a first hand experience of slot machines in casinos in Panjim.

The casinos planned in Mattewara will have around 30-50 slot machines, video pokers and card games like baccarat, blackjack, pontoon and sicbo and will be open 24 hours.

"These casinos which we are planning are a part of our recreational amusement zone project near Ludhiana. The purpose is to increase the tourist footfall in the state. Our team has just returned from Goa after studying casinos. We're going to seek more advice and help on legal, technical and operational details from Sikkim and Goa governments," PIDB managing director Anurag Aggarwal told TOI.

The Punjab government is likely to discuss the Public Gambling Act, 1867 in its next Assembly session.

The casinos will be built both inside hotels or stand alone on a PPP model near the river.

The initial report has suggested borrowing legal framework from Goa where an annual licence fee of Rs 5 crore is paid by the hotel housing the casinos and an entry fee between Rs 500-Rs 1,000 is charged to every visitor.

Like the exisiting Punjab lotteries system, the casinos are also likely to generate revenue of around Rs 100 crore annunally.

However, Punjab finance minister Parminder Dhindsa debunked the analogy between lotteries and casinos, saying the latter is only for recreational purpose.

"The process is in the initial stages. Casinos will certainly be a big revenue generator. The purpose is not create forced taxation here. We only want to encourage local tourism because when you see the locals from here going to Nepal or Hong Kong, they spend huge money to enjoy these games. Times have changed.But we agree, there might be some criticism as well," said Dhindsa.

Out of 1,400 acres of proposed landscaped area surrounded by thick forests and water bodies, Mattewara village is already set to have a horse racing turf on a 140-acre land, golf course on a 200-acre land and an amusement park.

Three multi-national companies including -- Populace , S Powers and JAA Consultants -- have already made bids for offering consultancy services for the horse racing tracks.

US-based game park company Six Flags is likely to construct the amusement part.

After flooding the state with alcohol and drugs..gambling is sure to follow..and then PROSTITUTION ???? after all the MAFIA are already there ( IN stark contrast to Las Vegas where the Mafia came later..in Punjab the Mafia was born earlier and is of age..

The current state of original Las Vegas is bad. With recession, no one wants to go across the country and party. There is nothing to do in Las Vegas, and investment in that place has gone down. The real estate crashed by 60% and it has become the most miserable place to live in America. That could be Punjab's future in 40 years!

The real estate crashed by 60% and it has become the most miserable place to live in America. That could be Punjab's future in 40 years!

40 Years ?? 4 more likely...Punjab is already MISERABLE...and on the way to taking the MOST MISERABLE PLACE Title....

Punjab's casino dream draws flak

Amritsar: Deputy chief minister Sukhbir Singh Badal's proposal to set up Punjab's own Las Vegas near Ludhiana has evoked sharp criticism from several Sikh organizations including the ones based in the US.

Las Vegas, an American city, is famous for its casinos, hotels, bars and associated entertainment. Badal has proposed to set up casinos in Ludhiana.

American Gurdwara Parbandhak Committee (AGPC) president JS Hoti told the TOI on Saturday that opening of casinos in Punjab was an anti- Sikh decision. "Gambling is prohibited in Sikh religion and Sukhbir should not go ahead with the proposal," he said. Sikh Rehat Maryda (Sikh code of conduct) published by Shiromani Gurdwara Parbandhak Committee requires that 'a Sikh shall not steal, form dubious associations or engage in gambling'.

Opposing the government's proposal to set up gambling dens in Punjab, coordinator AGPC, Pritpal Singh said that the committee will soon write to Akal Takht Jathedar and urge it to take notice of the move which is against the Sikh ethos and principles. He pointed out the Sikh Gurus had clearly stated that gambling was the worst habit that Sikhs should never take to. "This will also destroy Punjab's rich culture and would prompt people to make easy money by gambling," he said.

AGPC also plans to launch a worldwide movement among Sikh Diaspora if Badal goes ahead with introducing casino culture in Punjab. He said if the government went ahead with its plan in the name of generating revenue then they would oppose the move at every front and build international consensus against it among Sikhs. "The casino culture will create more ills and this is not acceptable to the Sikh society,''said Pritpal.
He said Punjab was already facing the menace of drug addiction. Instead of protecting youth from falling to the ill, the government has chosen to introduce more ills, he lamented.

Spokespersons of Sikh radical organization Dal Khalsa, Kanwarpal Singh said, "What else can we expect from a person who had showcased semi- nude dance before opening of Kabaddi matches last year?"

Needless to say, inaction on part of the SGPC and Akal Takht is a mere reflection of the Badals’ stand on the issue as the father-son duo has direct control over SGPC’s working!"

The prostitution rings already exist in the punjab, only because it being india it is hard to find proof and expose these people. I married a lady from there in good faith she turned out to be an ex-prostitute and the only reason she married me as it turned out was beacuse she wanted a british citizenship. To gain financial benefit. Apparently she is related to one of these politians. Dirty people these lot. This is thier true thinking behind anything these people in power do. Even when people connected to them do ristha things end up with dirt. And who puts these gangs in power? These people aint sikh they are sick, but they represent punjabi people. If your going to represent then you should be as good if not better then what you are representing. Some of them maybe decent (doubt it), but sadly some of these fellows represent gambling prostitution and the sad list goes on.....

Parmaji, I'm sorry to hear about your tragic experience of learning about this filth.

Punjab is already a mess!! - Having a casino is just like the cream or icing on top of your filthy cake.
I have only ever been there once, and in all honesty once was enough for me. I don't have much family there, so I stayed in hotels and got the real experience. The police, crimelords and goverment heads are just about everywhere and these are the people that run the dirty businesses of prostitution and drugs.

I'm surprised how some people even in Jallandher are unaware that hookers and drugs are available right on their doorsteps. Having a casino is definitely going to bring in more tourists, interest and revenue into the city. But it will also bring in more filth, a license to see hookers parading on the streets like you see in the west.

-Will the police and goverment be able to control and minimize this happening- of course not- are you crazy??- these guys will be the biggest loyal customers also having their hands in the funds raised from this filth!!

Thanks lucky ji. The most annoying point is how they glaze themselves over as being respectable. It is just a shame that the respect, honour and decency shown by our guru's is being lost in the place that was meant to adapt to it. We in the west are called bad names due to our open western culture but atleast in the west people are honest about it. No one is afraid to say I went out last night and had a good time in a night club its the secrecy of it all that makes it all so sordid. They even have links to the arabs to make the funding of this lifestyles possible. It is the same old story of people coming from the afghan mountains and taking indian women before in the past they did it with force now they do it with style, (brains).
