Only five percent people may not be taking bribes

CHANDIGARH: Punjab Chief Minister Parkash Singh Badal on Wednesday admitted that corruption prevailed in his government and justified it saying that corruption has become a way of life in India. Not only Punjab, it is prevalent in all the states.

During his press conference here, a journalist has asked Badal about his pledge to give a corruption free government. Badal gave a turn to the issue and said that only five percent people in India might not be taking brines. "It is way of life", he said.

Badal was reminded about his announcement at the time of taking over reigns of government that all the MLA's of Shiromani Akali Dal(SAD) would declare their assettes. Badal said that no MLA has so far given him the list of assetts. He further went on to say that it is not necessary that people always raise assetts from the bad money. There are so many ways of corruption and adjusting the money.

In reply to a question Badal said that no joint venture with any foreign country has been started in Punjab and no direct investment has been received by state. He was asked about the fate of so many MoU's signed by visiting foreign delegations who had shown interest to invest in Punjab. The question was raised in reference to visit of High Commissioner of Canada, Joseph Caron on Tuesday who also promsied to start joint venture projects with Punjab. Similar statements were made by previsous foreign dignatories. Badal said that it is sort of routine that such delegations come to Chandigarh and they come to meet him.

In 1971, Indira Gandhi had said that corruption is a global phenomena. Up-til then corruption was only at petty levels and there was never a demand and people used to indulge in a secretive manner. It never exceeded 1 to 2% of the amount involved. Immediately after her statement there was a quantum jump in the scale and now people opelny and shamelessly negotiate the amount sitting in their office. The % involved now is around 10%.
If you warn them and tell them that so and so got caught and now is in deep trouble they just shrug it off and say "Oh! he is an idiot. He must be pretty dumb to have got caught!"

FACT IS...YES Corruption ..Not only of Society, religion, Govt, economy etc etc is RAMPANT in MOST countries..especially ASIAN ones. I have knowledge fo the Malaysia experience...corruption is now in every segment and shamelessly and openly practised by all.
Even In a Gurdwara the corrupted ones can cut the que..the Parbhnadaks will cancel a poor mans jord mela in favour of a richer one...the poor one is told to make himself scarce and find another gurdwara to hold his function !!
But yes..in this filed too there are "leaders"..and INDIA is a Major Front runner !! with PUnjab being a Star State....CORRUPTION is Now the Lubricant that helps run Punjab.

Nothing new in Badal's accepetance of the corruption levels. What about the established fact that the route to Mr Badal was thro Mrs. Surinder Badal. You first SLAAAM her with the packets and than only you can go inside their drawing room.

To add, recently Montek Singh Ahulwalia who is Dy. chairman of Indian Planning Commissiion accepted this baltent fact that only 10 paisa reaches the grossroot levels out of every rupee GOI is spending. He further added, the same was too accepted in the Indian Parliment by than late PM Rajiv Gandhi (during one of his speeches in 1985)

So, Badal Ji has complete justification for he, his family and his party have been doing all these years. Well, it also helps absolve people like Capt. Amrinder Singh and his party members who take turn every five years in making use of this way of life (?). It is funny that we see this happening and prefer to remain mute spectators.

Instead of criticising Badal,Amrinder and other politicians pPeople of India should look at themself.Even on a small Red light people prefer to break signals when there is no policeman
and When they are caught they prefer to give him 50-100 rupees rather than paying chalan
People themself prefer shorter route and give money.

Badal said that there are 5 % not taking bribe I think less people are going to be happy not giving bribe.In Democracy People are supreme when they themself are corrupt then how could we expect honest politicians.

My cousin who is a retired IAS officer for sometime has had positions as a Secretary in the State and Central Governments, including at Chandigarh in Punjab. He was also The Commissioner in Patiala.

He had to ask for money from his parents to survive in all his high positional jobs because he refused to take any bribe.

So, one can also say that if the officials are paid well where they can have a good way of life comparative to the authourity they hold with the jobs, then we may reduce corruption.

This was absolutely true when your cousin was in service. and in my earlier mail, I had also mentioned that corruption in those days was at petty level. The IAS officers were admired because by and large they were very intelligent, public service oriented, accessible and upright people.

But now the salaries are comparable with private sector, they have excellent post retiral benefits. (their pension is indexed to inflation) but corruption has grown exponentially and these babus have become extremely arrogant.

Please ask your cousin for his opinion.

It is true that the world is losing its bearings...
More and more people are into BRIBING GOD..instant PAID prayers, ardasses, paths,poojas.....for instant answer to ones WISHES rather than NEEDS.
A recent study showed that 90% of the CURRENCY NOTES in circulation have traces of "drugs"...and almost all of them have been passing through places that a religious person would find reprehensible...YET all such Currency Fills Gurdwara Golucks..is used to "gift" carpets, air conditioners, marble tiles etc to Gurdwaras !! Who knows how much of Black Money, money earned through corruption, land grabs, smuggling etc is also Matha Tekked to SGGS and used to pay for Guru ka Langgars..just how much of the Goluck is HARD EARNED HAAK DEE KAMAII....( here i may note that its not just Gurdwaras..masjids, churches, mandirs etc are equally flooded with such Tainted Cash )
IN Many countries it is becoming very difficult for an honest man to work...he is a Danger to his colleagues...IF he doesnt TAKE..he may squeal on those who take...even IF he doesnt squeal..they cant take it because they dotn know he may/may not squeal..so they finish him off..fix him up and he gets sacked..or JOINS THEM.
CORRUPTION is a CANCER and it is getting TERMINAL in most countries...and as any Good doctor will tell YOU..TERMINAL DISEASES are INCURABLE...chemeo, drugs, surgery..NOTHING HELPS..simialrly..INCREASED PAY, more renumeration, excess pensions, perks, allowances...NOTHING WILL STOP the CORRUPT URGE...becasue its not NEED BUT GREED that is working its Magic...and GREED has no LIMITS.........
