I do not agree with it to some extent
"the entire Congress apparatus cannot be held responsible for the acts of individual politicians"

But the fact is these politicians were in very high capacity at that time.
You can probably draw the inference yourself.

hopefully when every responsible person for '84 riots will die, the commion will name them and everyone will escape clean.
