Why Are We Not Allowed To Cut Hair When It's Ok To Cut Nails, Since Both Are Created By God?

Dust and food particles get stuck in them if you have a long free flowing beard or long hair. But the people in colder climates tend to keep beards as it helps them trap body heat and the people in warmer climates tend to keep shorter hair and no beards for the exact inverse reason.
