This sound is the sound from Sachkhand. It is the sound of mehima or sifat-salaah of Vaheguru going on in Sach Khand. It is bizarre that RS has placed Dasam Duar at the third level. First of all Dasam Duaar cannot be called a region. It is, as the name implies, a doorway from where you can access Sach Khand and hear and feel Sach Khand.
