There is nothing unusual about this. It happens everywhere in the world. In cases of child abuse, domestic abuse, murder, you name it. The role of the police is to enforce the law, not to make law or adjudicate cases. </p><p></p><p>I think there is a temptation here to be so intellectually meticulous that heinous social crimes become jokes.
