I think this passage talks about keeping clean. :p Both mentally and physically. on a side note: for people who do not bathe, it is often more hygienic for them to shave their heads, faces, armpit hair and pubic hair, and that's because of the large surface area of hair, it accumulates a lot of dust, dirt, sweat, etc, and one can be infected with lice and diseases.
