Chandigarh, Jun 3: Blaming the ruling SAD-BJP governmnet for deteriorating law and order situation in Punjab especially in view of violence in recently held elections, Punjab Congress leader Sukhpal Singh Khaira has urged the Union Home Ministery to form an inquiry commission to probe into all the "excesses committed" against the opposition party leaders in the state.
