I'm not sure if Sikhism is declining, I've met many pious Sikhs that did not keep the five k's, yet they still did Amrit Vela and gave charity.
I think we need to be careful so as not to turn Sikhism into an exclusivist club. The Khalsa is great, but it is not something everyone can keep...
