Second Attack on Indian Parliament: An Extremely Serious Matter

Security of parliament has been breached second time when 2 intruders jumped into the house from the gallery through smoke canisters and shouted slogans before they were overpowered by Members of parliament. Bharatiya Janata Party member of Parliament Prathap Simha, on whose authorisation passes were issued to two persons who jumped into the Lok Sabha chamber on Wednesday in a major security breach, knew one of the accused as he hailed from his constituency Mysuru and he would come to Simha's office very often, sources said. Manoranjan D , one of the accused, has been pursuing MP Simha and his office for the pass for over three months. Manoranjan D introduced co-accused Sagar Sharma as a friend to the MP's office and got passes issued to them on the pretext of watching the new Parliament, according to sources. MP Simha issued passes to both of them. Intruders had passes for 45 minutes, but they stayed for 2 hrs.
Soon after two intruders jumped into the Lok Sabha from the visitors gallery, Dr Senthilkumar S, the Dravida Munnetra Kazhagam's member of Parliament from Dharmapuri in Tamil Nadu, described what happened on Wednesday to A Ganesh Nadar. “Zero Hour was on and we were listening to the speakers when we heard a loud sound. We thought someone had fallen down from the visitors’ gallery. But when a second person jumped down we realised that the first one had also jumped and not fallen down.

The first person was rushing towards the Lok Sabha speaker shouting 'kaala kanoon vaapas lo', which means withdraw the black law. We don't know which law he was referring to as the entire Criminal Procedure Code is being rewritten. Four to five MPs restrained the first man and prevented him from going towards the speaker. He then took off his shoe and withdrew a canister from it. He threw it, it was a smoke bomb, and some yellow smoke was seen. The second man who had jumped down also threw another smoke canister and the House was filled with smoke.
Both were restrained and arrested. Lok Sabha members Hanuman Beniwal, Malook Nagar and Gurjeet Singh Aujla managed to overpower two persons who jumped into the House chamber and released yellow gas from canisters.
"During Zero Hour, several MPs were present in the House. And all of a sudden two people jumped down from the public gallery and tried to reach closer to the Speaker's Chair jumping over the benches," Rashtriya Loktantrik Party (RLP) MP Beniwal, who caught one of the two persons with the help of other members, told reporters at the Parliament Complex. "They had kept bomb-like things inside their shoes. When we caught them, they released the gas which created fear among several MPs," the RLP MP from Rajasthan's Nagaur added. "This is a big security lapse," Beniwal said and demanded a thorough probe into the incident. Speaking to reporters, Congress's Amritsar MP Aujla said, "I had just finished raising an issue when two people jumped into the House chamber. One of them was moving towards the Chair when Hanuman Beniwal caught him." "When we rushed to catch the second person, I saw he had something in his hand which he started waving. We snatched it from him and threw it out for the safety of the members as it was releasing a gas." "The two protesters were raising slogans like 'tanashahi band karo (stop dictatorship)...They have given a big message. The government should pay attention," he added.
Recalling the incident, Bahujan Samaj Party MP Nagar told reporters, "Zero Hour proceeding was on. Then a loud sound came from behind as if someone fell down. Then we saw a person had jumped into the Lok Sabha chamber from the visitors' gallery while another was hanging." "Then from one side Hanuman Beniwal swung into action and caught one of the two people, while I and other MPs got hold of the other person rushing from the other side," he added. The two protesters have been identified as Sagar Sharma and Manoranjan D. Sharma had come to the visitors' gallery as a guest of Mysuru Lok Sabha member Prathap Simha.
Around the same time, Amol Shinde frm Maharashtra and Neelam sprayed coloured gas from canisters while shouting slogans 'tanashahi nahi chalegi' outside the Parliament premises. Police sources said the Parliament security breach was a well-planned and well-coordinated incident carried out by six people, all of whom were in contact with each other over Instagram and other social media platforms where they hatched the plan. Neelam is Masters, MEd and MPhil and belongs to Ghaso Khurd village in Haryana's Jind. All four have been held by the security forces.

The Parliament security breach was well-planned, the six accused knew each other for four years, and hatched the plan few days ago, did a recce before coming to Parliament on Wednesday, according to the police sources. The accused devised the plan a few days ago and they carried out a recce, they said. "Five of them stayed at Vishal's residence in Gurugram before coming to the Parliament. As per the plan, all six wanted to go inside the parliament but only two got passes," the source said. Interrogation of Amol Shinde revealed that the six accused is Lalit. Vishal Sharma has been detained from Gurugram in Haryana while Lalit is on the run. Theyhad known each other for the past four years through social media.
"They had the same ideology and hence decided to give a message to the government. The security agencies are trying to ascertain if they were instructed by anyone or any organisation. During interrogation, Amol said they were upset with issues like the farmers' protest, Manipur crisis, unemployment, that's why they committed this act," a police source told PTI.
The Delhi police detained the fifth suspect in Parliament security breach case from Gurugram, and teams are trying to nab the sixth accused, say police sources. All the six accused wanted to go inside the Parliament building, but only two managed to get visitor passes. The security agencies are trying to find if the six accused were instructed by anyone or any organisation to breach Parliament security, the police sources said. This intrusion into Parliament was on the anniversary of the December 13, 2001 attack.
'The security response was very slow.' Parliament's security staff used to usher visitors out from the gallery near the deadline of their stay but their deployment has been nearly absent in the galleries of the new building as they have been busy with duties at different places amid changing security needs and requirement of the new place, the sources said. They said the sanctioned strength of security officials in the hierarchy ranging from Special Director (Security) to Security Assistant Grade-II is around 301 while the actual strength is 176 -- a vacancy of 125. Importantly, the biggest chunk of vacancies is among entry-level officials, the nut and bolt of security apparatus, the sources added. Against a sanctioned strength of 72 in Security Assistant Grade-II, the actual strength is only nine, they said, adding that the corresponding figure for Security Assistant Grade-I is 24 against a sanctioned strength of 69. Birla assured members of all parties that a thorough review of security arrangements will be made and corrective measures taken following the incident, which came on the anniversary of the 2001 Parliament terror attack.
Lok Sabha Secretary General has written to the Home Ministry to conduct a high level inquiry into the entire incident. The Ministry of Home Affairs on Wednesday ordered an inquiry into a parliament security breach incident. The MHA has posted on X, 'On request from Lok Sabha Secretariat, MHA has ordered an enquiry of parliament security breach incident. An Enquiry Committee has been set up under Anish Dayal Singh, DG, CRPF, with members from other security agencies and experts.'
'Enquiry Committee will investigate into the reasons for breaches in the security of Parliament, identify lapses and recommend further action. The Committee will submit its report with recommendations, including suggestions on improving security in Parliament, at the earliest,' mentioned in the X.
The incident may look small but it is too big considering the security of the power house of the Indian Republic where national leaders of the nation make laws for the Indian Union. Rolling heads of the few will not solve the problem since it is the second incidence which has shook the nation.
