Farmers Agitation Tear Gassed by drones

India is getting progressively innovative. Its latest innovation is use of drones to through tear gas on farmers who want to peacefully demonstrate near Delhi to remind the Centre about broken promises given to the farmer in earlier agitation which took more than a year to get their voices heard and get the laws which were meant to destroy them from roots and to get the Minimum Support Price for their valuable crops which were purchased at throw away prices by the scrupulous agents through traders. Also agreed were the wavering of loans which were essential for minimum survival of the farmers who have been doing suicides in large numbers due to crop failures and meager income. Also connected was the insurance of their crops. However, years passed by but nothing was done as the Government rested coolly until woken up by the cries of ‘Dilli Chalo’ after the farmers lost their patience due to inaction by the Government.

Police barriers have been put up at several places in Haryana on the highway to Delhi. At major entry points to the capital, the Delhi Police has installed layers of similar barriers that include barbed wire, concrete slabs and tyre-bursting strips on the road. The 'fortification' of Delhi's borders reminded many of the farmers' agitation for the repeal of the Centre's agri-marketing laws in 2021. he protesters had then blockaded the main roads leading into Delhi for months. On Monday, marathon talks in Chandigarh between farmer leaders and two Union ministers failed to arrive at an agreement. The 'Delhi Chalo' march met its first roadblock at Shambhu. Security personnel deployed on the Haryana side asked a group of youths to stay away from the barricades. They first used tear gas when some protesters broke a metal barricade and tried to throw it off the Ghaggar river bridge.

Protesters also used tractors, trying to shift heavy concrete barriers. Many of them dispersed into the fields adjoining the highway, apparently to circumvent the roadblock. They too faced tear gas shells. Protesters were seen covering tear gas shells as they landed on the ground with jute bags to contain the smoke. Drone was seen dropping shells over the crowd of protesters. A Haryana Police spokesperson said tear gas was used to control the situation when stones were pelted at police personnel. "No one will be allowed to create a disturbance. Those doing so will be dealt with strictly," the spokesperson said. Authorities in Haryana have fortified the state's borders with Punjab at places in Ambala, Jind, Fatehabad, Kurukshetra and Sirsa to scuttle the march. Riot control vehicles, including water cannons, are stationed at several places. Drones are being used to keep an eye on the protesters. At another face-off, police lobbed teargas shells and used water cannons at the main border point in Jind. The farmers were trying to cross barricades installed at Data Singhwala-Khanauri border. A protester was injured, farmers said. The Haryana government has imposed restrictions on the assembly of people under section 144 of the Criminal Procedure Code (CrPC) in 15 districts.

Kisan Mazdoor Sangharsh Committee leader Sarwan Singh Pandher on Tuesday slammed the heavy barricading on the road to Delhi. "It does not seem Punjab and Haryana are two states. It seems they have an international border," he told reporters at Fatehgarh Sahib before the march began. Lashing out at the Manohar Lal Khattar government, Pandher said Haryana has been turned into 'Kashmir Valley'. In Haryana, 64 companies of paramilitary personnel and 50 from the state police were deployed across the districts. "We will not indulge in any confrontation with the government. The government may fire bullets or lathi-charge us. Jawans of police and paramilitary forces are also our brothers," Pandher had said, claiming that their march would be peaceful.

Following a second round of meeting that lasted more than five hours with the Centre late on Monday, he said, "We do not think the government is serious about any of our demands. We do not think they want to fulfil our demands." However, Union Agriculture Minister Arjun Munda, who, along with Union Food and Consumer Affairs Minister Piyush Goyal, took part in the Chandigarh talks, said a consensus was reached on most issues. A formula was proposed for resolving some others issues after forming a committee, he said. "We are still hopeful that farmer bodies will hold talks. We will try to resolve issues in the coming days," Munda said after the Monday meeting.

The Samyukta Kisan Morcha (Non-Political) and the Kisan Mazdoor Morcha are spearheading the 'Delhi Chalo' agitation to put pressure on the Centre for their demands, including a law on minimum support price for crops and loan waivers. A large group of farmers, including women, packed in tractor-trolleys and other vehicles left at about 10 am from Punjab's Fatehgarh Sahib, about 40 km from the border with BJP-ruled Haryana.
Tear gas was used against protesters at the border between the two states in Haryana's Shambu Border and in Jind district. Near Shambhu, the stand-off between the protesters and the police continued for hours as the area filled up with tear gas smoke. Some protesters were detained by the Haryana Police, sources said.

When 13 February 2024 came near, and the farmers prepared well to have a morcha stronger do fencing invited the farmers for negotiations and also asked Haryana CM to firm in at the Punjab borders not to allow the farmers move in for any morcha near Delhi fully knowing that these dialogues are mere delaying tactics and not for accepting the demands. Punjab was cut off from rest of India as if they have made Punjab an independent state. Beauty however is that the CM of the state flew to Ayodhya along with is mentor unconcerned with his people for whom it is his duty to fight. .

The extra skills of Haryana CM ensured that wire fencing, concrete and nails are properly placed to stop the peaceful farmers coming from Punjab. Someone remarked: Why not send Haryana CM to Ladakh to do such fencing against Chinese and get the land occupied tby them vacated. Why should he treat his own countrymen as worse than enemies, when they are peace loving demonstrators?

Farmers know that for getting their promises fulfilled they have to fight and this this fight may be long hence they are moving with tractors full of rations to camp for moths. Punjab’s work-hours are being wasted this way by the center which will certainly affect the product and also the faith, integrity and sincerity of the peace loving farmers who gave maximum of the brave soldiers who keep on laying their lives for the country.

The only better way shall be that the Hon’ble Prime Minister and the Home Minister ponder and accept the demands of the farmers which have already been agreed to put these into effect without any delay.

Tear Gas And Mayhem During Delhi Chalo

Punjab Chief Minister Bhagwant Mann also joined the meeting at the Mahatma Gandhi State Institute of Public Administration in Sector 26. The meeting started at around 8:45 pm on Thursday and lasted for around five hours.
Speaking to reporters after the meeting, Munda said the talks took place in a ”good atmosphere” and there was ”positive discussion”.
The talks will continue and another meeting will take place at 6 pm on Sunday, he said, adding that a solution will be found by sitting together.
Mann said a detailed discussion between farmer leaders and the government took place.
"On each topic, a detailed discussion took place and a consensus was reached on several issues," he said.
This was the third round of talks between the two sides. The two previous rounds of dialogue on February 8 and 12 remained inconclusive.
Mann said he raised the issue of suspension of internet services at select areas in Sangrur, Patiala and Fatehgarh Sahib with the Centre.
He said that he also brought to the attention of the Union ministers the use of a drone by Haryana police to drop teargas shells on the protesters inside Punjab.
He said he got an assurance from the Centre that it would speak to the Haryana government and ask it to maintain peace at the Punjab and Haryana borders.
Among the farmer leaders who took part in the meeting were Jagjit Singh Dallewal and Sarwan Singh Pandher.
16sarwan-singh-pandher-and-jagjit-singh-dallewal.jpg

IMAGE: Sarwam Singh Pandher and Jagjit Singh Dallewal talk to the media after the meeting with the Centre, Chandigarh, February 16, 2024. Photograph: ANI Photo
Speaking to reporters, Pandher said a detailed discussion on their demands, including a legal guarantee for Minimum Support Price and debt waiver, took place.
"They (Union ministers) said they need time," said Pandher.
"We want that there should be a positive result and any confrontation should be avoided. Otherwise, our plan to march to Delhi will go ahead," he added.
To a question on whether farmers will stay put at the Punjab-Haryana borders, Pandher said, ”Yes.”
The farmer leaders also took an exception to the alleged suspension of the social media accounts of several leaders.
”They (ministers) have assured that all such social media accounts will be restored,” said farmer leader Jagjit Singh Dallewal.
Pandher said they also raised the issue of teargas shelling by the paramilitary force on farmers at the Shambhu and Khanuri borders. He said the shells were shown to the ministers during the meeting.
The Samyukta Kisan Morcha (Non-Political) and the Kisan Mazdoor Morcha have given a "Delhi Chalo" call to press the BJP-led Centre to accept their demands.
Farmers from Punjab began their march to the national capital on Tuesday but were stopped by security personnel at the Shambhu and Khanauri border points between Punjab and Haryana.
The protesting farmers have been camping at the border points.
Earlier, the farmer leaders had said they would not make any fresh attempt to move towards Delhi till the meeting with the ministers was held, asserting that the next course of action would be decided based on the Centre's proposals.
Separately, farmers squatted on railway tracks at many places in Punjab over the Haryana Police's action against the "Delhi Chalo" protesters. The Bharatiya Kisan Union (Ekta Ugrahan) and the BKU Dakaunda (Dhaner) gave the "rail roko" call. The decision was taken in protest against the use of tear-gas shells and water cannons against the protesting farmers by the Haryana security personnel at the Shambhu and Khanauri border points.
Meanwhile, on the call of the SKM including Rajewal Group, farmers also staged demonstrations at several toll plazas in Punjab to protest against the Haryana Police's action. They also forced the toll authorities to let go of commuters without charging them a toll fee.
On Tuesday, farmers, mainly from Punjab, had clashed with the Haryana police at two border points between the states, facing teargas and water cannons as they tried to break the barricades blocking their march to the national capital.

Over 200 are stated to have been injured from Teargas shells and rubber and plastic bullets fired by para m.ilitary forces.
Some observers feel that asking for time for MSP is all a political gimmick of the Center since elections are near and noting much can be expected from 4th round. Only time ill tell what actually happens with the main issues like MSP and loan waver of farmers. For a legal guarantee on MSP, the farmers are demanding the implementation of the Swaminathan Commission's recommendations, pension for farmers and farm labourers, farm debt waiver, withdrawal of police cases and "justice" for the victims of the Lakhimpur Kheri violence, reinstatement of the Land Acquisition Act, 2013 and compensation for the families of the farmers who died during a previous agitation in 2020-21.

Lets not Emotion overun the Logical thinking . Some facts needs to be put forward .GOI never gave a guranntee that we will bring a LAW on MSP.Only 6% farmers across India who gets benefits of the MSP and the majority being Punjab..

Market works on Demand & Supply .The demand are of Oil seeds ,Pulses why cant farmers produce them .Why not implement threcrop rotation ...

BTW Local Wheat is expensive and importing it is cheaper .When you make a Law (MSP) as per LAw you cant' buy tthe produce below a price ?Who will Buy it than ? Importing will be more profitablle ..So whole concept of MSP needs to be understood first .

Don't get too logical without any extensive research behind it ji ..... Most researches that ever came out of Agricultural universities (including PAU) suggested that in order to sustain farming, MSP is required, just as Minimum wage is crucial for daily workers.
M.S. Swaminathan is not a Sikh not even a Punjabi, hence he does not have any emotional bias when he made is masterpiece suggestions.

Farmers only produce what they produce because that is what is procured at msp, if MSP is provided on Pulses, they'll produce pulses, if MSP is provided on lesser water intensive crops they'll produce those.

The Bharti Kisan Union (Ekta Ugrahan) will on Saturday hold dharnas outside the residences of three senior Bharatiya Janata Party leaders in Punjab on the fifth day of the farmers' protest over their various demands, including a legal guarantee for a minimum support price (MSP).

Apart from holding dharnas outside the homes of former Punjab chief minister Amarinder Singh, the BJP's Punjab unit chief Sunil Jakhar and senior leader Kewal Singh Dhillon, the union will also hold protests at toll plazas in the state, extending support to the farmers' 'Delhi Chalo' call.

Police using military weapons against us: Farmers

Police using Military weapons say farmers

On the fifth day of their 'Delhi Chalo' march -- called by the Samyukta Kisan Morcha (Non-Political) and the Kisan Mazdoor Morcha -- the farmers stayed put at the two border points of Punjab and Haryana as they press the Centre to accept their demands, including a legal guarantee of an MSP for crops.

The farmers from Punjab began their march to Delhi on Tuesday but were stopped by security personnel at the Shambhu and the Khanauri points of Punjab's border with Haryana. The protesters have stayed put at the two border points since then.
The Gurnam Singh Charuni-led Bhartiya Kisan Union (Charuni), which is based in Haryana, will on Saturday take out a tractor rally in solidarity with the protesting farmers.
Union ministers Arjun Munda, Piyush Goyal and Nityanand Rai and farmer leaders will meet on Sunday for the fourth round of talks.
The two sides met earlier on February 8, 12 and 15 but those talks remained inconclusive.
On Friday, the Haryana Police released a series of video clips that purported to show several farmers pelting them with stones and attempting to provoke security personnel at the Shambhu border. In a post on X, the police asserted that 'ruckus' cannot be allowed under the guise of the farmers' movement.
They claimed 25 security personnel -- 18 from the Haryana Police and seven paramilitary force jawans -- were injured in clashes with the farmers.
Farmer leaders spearheading the 'Delhi Chalo' call claimed that the Haryana security personnel used 'force' against the protesters by hurling tear gas shells and firing rubber bullets at them, leaving many injured. A 63-year-old farmer, who was among the protesters at the Shambhu border, died on Friday.

Gian Singh, from Punjab's Gurdaspur district, complained of chest pain in the morning and was taken to the Civil Hospital in Punjab's Rajpura. From there, he was rushed to Rajindra Hospital in Patiala where doctors declared him dead. The protesting farmers paid tribute to Gian Singh.
A 52-year-old police sub-inspector posted at the Shambhu border also died, an official said on Friday.
Hira Lal, who was attached to the Haryana Railway Police, was deployed at the Shambhu border for the farmers' protest, a police spokesperson said. He experienced a sudden decline in his health while on duty, he added.
Sarwan Singh Pandher, a farm leader, on Friday accused the Centre of trying to 'suppress' the voices of the protesters, claiming social media accounts of farmers and Youtubers have been suspended.
Besides a legal guarantee for MSP, the farmers are demanding implementation of the Swaminathan Commission's recommendations, pension for farmers and farm labourers, farm debt waiver, no hike in electricity tariff, withdrawal of police cases and 'justice' for the victims of the 2021 Lakhimpur Kheri violence, reinstatement of the Land Acquisition Act -- 2013, and compensation to the families of the farmers who died during a previous agitation in 2020-21.

A panel of Union ministers held a fourth round of talks with farmer leaders in Chandigarh on Sunday over their demands, including a legal guarantee of MSP, as thousands of protesting farmers camped at the Punjab-Haryana border.

Punjab Chief Minister Bhagwant Mann also joined the meeting, which began at 8.15 pm on Sunday and ended at around 1 am on Monday.

Talking to reporters after the meeting, Goyal said the panel has proposed the buying of pulses, maize, and cotton crops by government agencies at minimum support prices for five years after entering into an agreement with farmers.

https://www.rediff.com/news/report/...t-demands-before-farmers-to-govt/20240218.htm

The farmer leaders said they will discuss the government's proposal in their forums over the next two days and thereafter, decide the future course of action.
"Cooperative societies like the NCCF (National Cooperative Consumers Federation) and NAFED (National Agricultural Cooperative Marketing Federation of India) will enter into a contract with those farmers who grow tur dal, urad dal, masoor dal or maize for buying their crop at MSP for next five years," said Goyal.
”There will be no limit on the quantity (purchased) and a portal will be developed for this," he added.
It will save Punjab's farming, improve the groundwater table, and save the land from getting barren which is already under stress, Goyal said.
On the Centre's proposal, farmer leader Sarwan Singh Pandher said, "We will discuss in our forums on February 19-20 and take the opinion of experts regarding it and accordingly take a decision."
A discussion on loan waivers and other demands is pending and we hope that these will be resolved in the next two days, Pandher said, adding that the ’Delhi Chalo' march is currently on hold, but will resume at 11 am on February 21 if all the issues are not resolved.
Union ministers and farmer leaders had met earlier on February 8, 12 and 15 but the talks remained inconclusive.
Protesting farmers from Punjab have been camping at Shambhu and Khanauri points on the state's border with Haryana since February 13 when their 'Delhi Chalo' march was halted by police.
The call for the march was given by the Samyukta Kisan Morcha (Non-Political) and the Kisan Mazdoor Morcha to press their demands.
Besides a legal guarantee of MSP, the farmers are demanding the implementation of the Swaminathan Commission's recommendations, pension for farmers and farm labourers, farm debt waiver, no hike in electricity tariff, withdrawal of police cases and "justice" for the victims of the 2021 Lakhimpur Kheri violence, reinstatement of the Land Acquisition Act, 2013, and compensation to the families of the farmers who died during a previous agitation in 2020-21.
Ahead of the fourth round of talks, the SKM announced that it will gherao the residences of BJP leaders in Punjab for three days from Tuesday to press the Centre into accepting their demands.
Balbir Singh Rajewal, a leader of the SKM, an umbrella body of various farmer unions, said they will stage protests in front of the residences of Punjab BJP leaders, including MPs, MLAs and district presidents, from Tuesday to Thursday.
Interacting with reporters after a meeting of SKM leaders in Ludhiana, Rajewal said it has also been decided that they would protest at all toll barriers in the state and make them free for all commuters from February 20 to 22.
The SKM will not accept anything less than the C-2 plus 50 per cent formula for MSP as recommended in the Swaminathan Commission report, he said after the meeting which was also attended by farmer leaders Balkaran Singh Brar and Boota Singh, among others.
Earlier, farmer leader Jagjit Singh Dallewal said the central government should not dilly-dally and accept farmers' demands before the Model Code of Conduct for the Lok Sabha elections comes into force.
“If the government thinks it will continue to hold meetings till the model code of conduct is imposed and then say it cannot do anything as the code is in force... the farmers are not going to return,” he said.
"The government should find a solution to our demands before the model code of conduct comes into force," he added.
In Haryana's Kurukshetra, Bharatiya Kisan Union (Charuni) chief Gurnam Singh Charuni and some 'khaps' took part in a panchayat to chalk out a course of action to support the protesting farmers from Punjab.
Charuni told reporters after the meeting that it was decided to unite all farmer organisations to hold a protest in support of the agitation.
Charuni said a good chunk of the rural belt is part of the National Capital Region (NCR) and a four-member committee has been formed to connect with farmers from Delhi.
He said it is surprising that the government is not allowing the farmers to travel to Delhi on their tractors.
Khap leader O P Dhankar said Haryana 'khaps' are behind the agitation and the central government should not delay giving a legal guarantee of MSP.
Another 'khap' leader who attended the panchayat said farmers will reach Delhi and protest if the talks fail.
Meanwhile, the suspension of internet services has been extended in certain areas in some Punjab districts, including Patiala, Sangrur and Fatehgarh Sahib, till February 24 on the orders of the Union ministry of home affairs.
Earlier, internet services were suspended from February 12 to 16 in view of the farmers' march.
The Bharti Kisan Union (Ekta Ugrahan) continued to hold protests at toll plazas in Punjab for the second consecutive day, forcing authorities not to charge toll tax.
At the Ladhowal plaza in Ludhiana, farmers shouted slogans against the Centre and the Haryana government.
The Haryana government on Saturday extended the ban on mobile internet and bulk SMS services in seven districts till February 19.

Read the agriculture reports made by Indian government authorised agencies in 2004.

Also research papers by agricultural University across nation.

Also, have a look at global Farm protests why are they happening, your logic may start putting some clues together.

Swaminathan has been given Bharat Ratan. He had recommended not only the MSP which the farmers are demanding but most of the other demands are also based on Swaminathan's recommendation. Please these recommendations and you will be clear about the basis of Farmer agitation.

I think your basic pre-assumption is that Govt. Has to procure all the produce of Farmers.
It just tells you are yet to even listen to Press Conferences and the whole narrative of First and second Farmer protest or any farmer protest from any part of the world.

So, Govt. Doesn't have to procure all the produce, the Farmers knows Big corporate are pushing Hard to gain control of the Land and therefore Control the food supply and inevitably, the people( Read any research papers from any part of the world where protests are happening against big Corporates).

So as farmers knows Big Corporate is pushing for it, they want to Make MSP a law so that whoever is buying from them whether it is APMC or Adani or Monsento or Black Rock, they are not forcing farmers to sell their produce at throaway prices and farmers don't end up giving their land to Big Corporates and ultimately the whole food supply.

Believe me you'll be much happy to provide MSP to farmers rather than throwing away your food supply to exploitive capitalist Corporations who basically wants to gain maximum control over the world.

The Haryana police on Tuesday asked its Punjab counterparts to seize bulldozers which they say protesting farmers from Punjab have brought with them as they plan to resume their 'Delhi Chalo' from the interstate border.

The farmers were set to begin their march again on Wednesday from two points on the Punjab-Haryana border after the failure of four rounds of talks with the Centre over a legal guarantee on minimum support price for crops.

Though the farmers are still over 200 km from the national capital, Delhi Police on Tuesday conducted drills to ensure that its heavily barricaded entry points are not breached.

Police using military weapons against us: Farmers

Police is using Militarh weapons against farmers as per report

Govt offers to buy pulses, maize at MSP for 5 years

Govt offeres to buy pulses, maize cotton for five years a MSP but farmers rejected this s they want MSP om 23 crops as recommended by Swaminathan Committee.

Thousands of farmers, who began the march to Delhi on February 13, were stopped at the Haryana border itself, where they clashed with security personnel. The farmers have been camping at the Shambhu and Khanauri points on Punjab's border with Haryana since then.

The Punjab and Haryana high court on Tuesday orally asked the Punjab government not to allow the farmers to gather in large numbers.

The court observed that tractor-trolleys cannot be run on highways according to the Motor Vehicles Act and said the farmers can go to Delhi by bus or using public transport.

Haryana Director General of Police Shatrujeet Kapoor, in an urgent communication to his Punjab counterpart Gaurav Yadav, asked Punjab Police to seize all bulldozers and earthmoving equipment acquired by farmers camping at the two border points to damage barricades.

He said such equipment may pose a threat to security forces and the owners of such equipment should be strictly warned against providing them to the protesting farmers as it would "amount to a criminal act".

"It is reliably learnt that heavy earthmoving equipment including proclain (digger), JCB etc., that have been further modified/armour-plated have been acquired by protesting farmers and have been deployed at the border locations where the protesters are camping right now.

"These machines are meant to be used by the protesters to damage the barricades thereby posing serious danger to the police and paramilitary forces deployed on duty and is likely to compromise the security scenario in Haryana," Kapoor said in his communication.

The last round of talks between farmers and the government ended past midnight on Sunday when a panel of ministers proposed buying five crops -- moong dal, urad dal, tur dal, maize and cotton -- from farmers at minimum support price for five years through central agencies.

The protest leaders have formally rejected the offer with Samyukta Kisan Morcha (Non-Political) leader Jagjit Singh Dallewal saying on Tuesday that it was not in the farmers' interest.

On the eve of resumption of the 'Delhi Chalo' march, Kisan Mazdoor Morcha leader Sarwan Singh Pandher said the Centre should convene a day-long Parliament session to bring a legislation on the MSP for crops.

The Kisan Mazdoor Morcha is spearheading the 'Delhi Chalo' agitation along with the Samyukta Kisan Morcha (Non-Political).

Talking to reporters at the Shambhu border point, Pandher said, "We demand that a law to guarantee the MSP be brought. If the prime minister has the willpower, a day-long session of Parliament can be convened. No opposition party will oppose it."

Pandher said farmers have three big demands -- a legal guarantee on the MSP for all crops, the implementation of the "C2 plus 50 per cent" formula as recommended by the Swaminathan Commission and a farm loan waiver.

According to government reports, he said, farmers have a total debt of Rs 18.5 lakh crore.

He requested Prime Minister Narendra Modi to make an announcement that the farm loans would be waived while a mechanism for the same could be worked out later.

Replying to a question on the 'Delhi Chalo' march, Pandher said, "Our announcement (of going to Delhi on Wednesday) stands."

Delhi Police was also busy preparing to stop the protesters from entering the national capital and conducted mock drills.

Deputy commissioner of police (Outer) Jimmy Chiram said there is sufficient deployment of the force, besides paramilitary personnel, at the Delhi-Haryana border.

Another officer said Delhi Police is prepared to stop the farmers at the city borders. Security personnel have been directed to not allow even a single protester or vehicle to enter the capital, he said, adding that mock security drills were conducted during the day.

Officials said areas around the national capital's three border points might witness traffic congestion on Wednesday due to road closures.

Tikri and Singhu -- two points on the Delhi-Haryana border -- are sealed with heavy deployment of police personnel and multiple layers of concrete barricades and iron nails.

If required, the Ghazipur border might also be shut on Wednesday, an official said.

The Delhi police have already stocked up 30,000 tear gas shells.

Meanwhile, the Samyukta Kisan Morcha, which spearheaded the 2020-21 farmers' stir, welcomed the decision of the farmer leaders to reject the Centre's MSP proposal, saying it's a step in the right direction that will ensure greater unity among farmers across the country.

It also called on farmer groups to join mass protests in constituencies of Bharatiya Janata Party-National Democratic Alliance MPs on Wednesday.
