Jathedars should be free to say that issue X does not fall within their jurisdiction as it is not a matter affecting the entire panth, and they should only address questions that are sent to them through formal channels (as opposed to envelopes containing CD's and letters containing unverified signatures from hopelessly divided sangats).</p><p></p><p>I seem to remember that I.J.
