Streaming out of the mountains were hundred upon hundreds, probably thousands, of refugees (these are the Himalayas, mind you, no easy trek), most of them suffering various levels of frostbite and starvation, many bleeding from wounds now starting to scar or freeze over. The point of note is that these refugees were flowing from India to Pakistan. From the democracy to the dictatorship, that is.
