Anand Marriage Act to be implemented soon: Khurshid

Chandigarh : Union Law Minister Salman Khurshid on Sunday said all legislation “towards making a separate law to register marriages under the Anand Marriage Act have been approved by the law ministry” and it was awaiting approval by the Legal and Human Rights Department.

“We are sure the amended Act will soon be implemented,” he told a conclave on legal and electoral reforms held here.

Currently, Sikh marriages are registered under the Hindu Marriage Act. Sikhs have been demanding a separate Act for registering their marriages but the Centre has been objecting to it on grounds that it will lead to demand from other communities like Parsis and Christians for a separate Act to register their marriages.

Union Minister for Parliamentary Affairs Pawan Kumar Bansal also assured that the Centre would carry out amendments to Anand Marriage Act.

“We are looking at an amendment that would allow Sikhs across the globe to have their marriages registered under the Act. The Act will no longer be restricted to Sikhs in Punjab,” he said.

Congress spokesman Abhishek Manu Singhvi said amendment to Anand Marriage Act will come soon.

Meanwhile, Khurshid said the Lokpal Bill will be tabled in winter session of Parliament, adding by first week of December, the standing committee will finalise it.

Both Khurshid and Bansal, however, said it is “just one of the Bills” which is significant.

“Lokpal Bill is just one of the Bills which is being passed by our government. Other Bills are more important,” Bansal said.

Khurshid said people cannot change the Constitution. “People of this country are superior but Parliament is supreme because it has been made by the people,” he said.

On some Congress ministers facing corruption charges, Khurshid said: “We are not saying that we have not faltered. We have gone wrong but then we are humans, we can make mistakes.”
