Till a few days ago, PML(N) maintained that members of the banned terrorist group Tehrik-e Taliban were present among the protesters, to justify the government's crackdown on them.

Months of violence and protests have put the PML (N) on the back foot in Pakistan-occupied Kashmir, even as the party, led by Prime Minister Shehbaz Sharif and his brother Nawaz, prepares to take charge of the region's so-called government.
Prime Minister's adviser Rana Sanaullah on Saturday said 99 per cent of the protesters in Pakistan-occupied Kashmir (PoK) are "patriotic" people.
He further said the political party's representatives would soon meet members of the banned Joint Awami Action Committee (JAAC) - a collective of activists that have been spearheading protests in the region.
Till a few days ago, the political party maintained that members of the banned terrorist group Tehrik-e Taliban were present among the protesters, to justify the government's crackdown on them.
Addressing a rally on Saturday, ahead of the third phase of "elections" in PoK, Sanaullah said: "Ninety-nine per cent of those associated with the Joint Awami Action Committee are our patriotic brothers."
India maintains that the entire Union Territories of Jammu & Kashmir and Ladakh are integral and inalienable parts of it.
New Delhi also asserts that Pakistan has been in "illegal and forcible occupation" of parts of these Union Territories.
Sanaullah further said on Saturday, "When the PML(N) government will be formed with two-third majority, it will sit with [Joint Awami] Action Committee representatives.
Their first task will be to resolve this issue."
In the two phases of the polls held so far, the establishment-backed PML(N) has won 25 seats - crossing the majority mark in the so-called assembly in PoK, which has 45 elected seats, amid widespread violence and allegations of massive rigging.
For the PML(N), it was a direct contest with the PPP, which is its coalition partner in the federal government.

In the third and last phase, polls will be held on four seats on Monday, while elections in seven constituencies have been indefinitely postponed.
The PoK region has been witnessing protests for more than two months.
The JAAC, which has been spearheading the protests, has activists from all walks of life - students, traders, transporters, lawyers, social workers, etc.
The group was banned by the regional government in June.
Their main demand was the abolition of the 12 contentious refugee seats in PoK.
The JAAC alleges that the establishment manoeuvres these seats to install a so-called prime minister of its choosing in PoK.
The protests triggered a severe crackdown by security forces.
Amnesty International and the Human Rights Commission of Pakistan have expressed concerns over reports of violence in the region, calling on the authorities to probe the incidents.
The tensions escalated as the three-phase elections began on July 27.
The JAAC has alleged that more than 40 people, including women and children, were killed since the elections began.
Besides, it claims that 400 protesters have been killed since the first week of June.
The Pakistan government, however, denied any deaths of civilians and dismissed the JAAC figures, calling them "overly exaggerated".
On August 7, the UN expressed concern over the security situation in PoK as it highlighted the need for accountability for actions against people engaging in peaceful protest.

The declaration said that the agreement was based on “the enduring bonds of brotherhood and Islamic solidarity that unite them” and on their interest in “building upon their shared strategic interests and long-standing defence cooperation”. With this agreement, the three partner nations would pursue “further strengthening their collective security and … promoting peace, security, and stability in the region and beyond”.
This agreement has emerged in the background of discussions between the foreign ministers of Saudi Arabia, Türkiye, Pakistan, and Egypt that have taken place on three occasions in recent months, with senior officials meeting before these conclaves to give substance and direction to the high-level discussions. A Turkish official has said that this agreement has been under consideration for over two years and eight months, confirming that the conflicts in West Asia from late 2023 onwards have influenced these major West Asian states to explore new arrangements to protect their shared security interests.
Leaders and spokespersons of the three countries have hastened to affirm that the agreement is defensive and not directed at any specific country. A senior Saudi official dealing with public affairs has clarified: “The agreement does not represent any intention to build a military axis or a sectarian/religious bloc [and is] not linked to nuclear ambitions or an arms race, but rather to building sustainable, self-reliant capabilities.”

An announcement of a new nation has become the latest headache for Pakistan. A day ago, on Wednesday (July 15), an X handle of a self-declared representative, Mir Yar Baloch, announced that Balochistan, Pakistan’s largest province, has broken away and declared its independence.
The post on X noted that the “Republic of Balochistan’s defence and security forces have secured 85 per cent of Balochistan’s territory”. He further added that “Balochistan adopted its national anthem, ‘Ma Chukain Balochani,’ introduced its national flag and established its own currency, the ‘Balochi Falus’”.
The post also asked for international recognition for Balochistan, with one news report stating that it has urged Indian citizens, especially media, YouTubers, and intellectuals, to avoid calling Balochs “Pakistan’s own people”.

Balochistan declares independence.​

On July 15, the X handle of the self-declared representative claimed that Balochistan is no longer a part of Pakistan. Moreover, a statement issued in the name of the “Republic of Balochistan” claims that the new administration controls 85 percent of the territory and has adopted its own national flag, anthem, currency, and governance system.

In the now-viral letter, the new authorities claim control of the key natural resources, including gold and copper mines, gas fields, and coal mines across the region.

The document also alleges that members of Pakistan’s military and security agencies have resigned and joined the Baloch movement. It states, “Today, we are administering the State of Balochistan through our own security and defense forces. We may not possess fighter jets, attack helicopters, tanks, missiles, or heavy artillery, but we control our land. A force of 500,000 personnel comprising the Balochistan military, navy, air force, and civil administration stands ready to overthrow the occupying forces of Pakistan by the end of 2026.”​
The self-proclaimed administration has also urged the international community to recognise Balochistan as an independent country. “Baloch Narrative!! Dear Indians patriot media, the YouTube comrades, the intellectuals fighting to defend Bharat are suggested not to refer to Balochs as ‘Pakistan’s Own People.’ We are not Pakistani, we are Balochistani. Pakistan’s own people are the Punjabi, who never faced air bombings, enforced disappearances, and genocide,” said the X post.

ਸਮਝੌਤੇ ਦੇ ਤਹਿਤ, ਤਿੰਨਾਂ ਰਾਜਾਂ ਵਿੱਚੋਂ ਕਿਸੇ ਇੱਕ ਦੇ ਵਿਰੁੱਧ ਕਿਸੇ ਵੀ ਹਥਿਆਰਬੰਦ ਹਮਲੇ ਨੂੰ ਤਿੰਨਾਂ ਰਾਜਾਂ ਦੇ ਵਿਰੁੱਧ ਹਮਲਾ ਮੰਨਿਆ ਜਾਵੇਗਾ। ਤਿੰਨਾਂ ਦੇਸ਼ਾਂ ਦੇ ਅਧਿਕਾਰਤ ਬਿਆਨਾਂ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਇਹ ਸਮਝੌਤਾ "ਕਿਸੇ ਵੀ ਹਮਲੇ ਦੇ ਵਿਰੁੱਧ ਸਮੂਹਿਕ ਰੋਕਥਾਮ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਨ ਲਈ ਹੈ" ਅਤੇ "ਤਿੰਨਾਂ ਰਾਜਾਂ ਵਿਚਕਾਰ ਰੱਖਿਆ ਸਹਿਯੋਗ ਦੇ ਸਾਰੇ ਪਹਿਲੂਆਂ ਨੂੰ ਵਧਾਉਣ ਦੀ ਵਿਵਸਥਾ ਕਰਦਾ ਹੈ।"

ਸਾਊਦੀ ਅਰਬ ਨੇ ਇੱਕ ਵੱਖਰਾ ਬਿਆਨ ਜਾਰੀ ਕਰਕੇ ਸਪੱਸ਼ਟ ਕੀਤਾ ਹੈ ਕਿ ਇਹ ਸਮਝੌਤਾ ਕਿਸੇ ਫੌਜੀ ਧੁਰੇ ਜਾਂ ਧਾਰਮਿਕ ਸਮੂਹ ਨਾਲ ਸਬੰਧਤ ਨਹੀਂ ਹੈ, ਅਤੇ ਇਹ ਪ੍ਰਮਾਣੂ ਗਤੀਵਿਧੀ ਜਾਂ ਹਥਿਆਰਾਂ ਦੀ ਦੌੜ ਨਾਲ ਜੁੜਿਆ ਨਹੀਂ ਹੈ। ਬਿਆਨ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਇਹ ਸਮਝੌਤਾ "ਟਿਕਾਊ ਸਵੈ-ਨਿਰਭਰ ਸਮਰੱਥਾਵਾਂ ਦਾ ਨਿਰਮਾਣ" ਕਰਨ ਦੇ ਉਦੇਸ਼ ਨਾਲ ਹੈ ਅਤੇ ਇਹ ਖਾੜੀ, ਅਰਬ ਅਤੇ ਅੰਤਰਰਾਸ਼ਟਰੀ ਪੱਧਰ 'ਤੇ ਰਾਜ ਦੇ ਮੌਜੂਦਾ ਰਣਨੀਤਕ ਸਬੰਧਾਂ ਦੀ ਕੀਮਤ 'ਤੇ ਨਹੀਂ ਆਉਂਦਾ ਹੈ।

ਏਰਦੋਗਨ ਨੇ ਯ 'ਤੇ ਇੱਕ ਪੋਸਟ ਵਿੱਚ ਕਿਹਾ ਕਿ ਇਹ ਸਮਝੌਤਾ ਸਮੂਹਿਕ ਰੋਕਥਾਮ 'ਤੇ ਅਧਾਰਤ ਹੈ ਅਤੇ ਰੱਖਿਆ ਵਿੱਚ ਸਹਿਯੋਗ ਨੂੰ ਡੂੰਘਾ ਕਰੇਗਾ, ਸਾਂਝੇ ਰੱਖਿਆ ਉਦਯੋਗ ਪ੍ਰੋਜੈਕਟਾਂ ਦਾ ਸਮਰਥਨ ਕਰੇਗਾ ਅਤੇ ਅੱਤਵਾਦ ਵਿਰੋਧੀ ਯਤਨਾਂ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰੇਗਾ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਹ ਸਮਝੌਤਾ ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ ਚਾਰਟਰ ਦੇ ਆਰਟੀਕਲ 51 ਦੇ ਤਹਿਤ ਰੱਖਿਆ ਦੇ ਅਧਿਕਾਰ ਦੀ ਪੁਸ਼ਟੀ ਕਰਦਾ ਹੈ, ਕਿਸੇ ਵੀ ਦੇਸ਼ ਨੂੰ ਨਿਸ਼ਾਨਾ ਨਹੀਂ ਬਣਾਉਂਦਾ, ਅਤੇ ਖੇਤਰੀ ਸ਼ਾਂਤੀ, ਖੁਸ਼ਹਾਲੀ ਅਤੇ ਸਥਿਰਤਾ ਦੀ ਮੰਗ ਕਰਨ ਵਾਲੇ ਦੂਜੇ ਦੇਸ਼ਾਂ ਲਈ ਖੁੱਲ੍ਹਾ ਰਹਿੰਦਾ ਹੈ।

ਤੁਰਕੀ ਦੇ ਸਰਕਾਰੀ ਅਧਿਕਾਰੀ ਨੇ ਆਪਣਾ ਨਾਮ ਗੁਪਤ ਰੱਖਣ ਦੀ ਸ਼ਰਤ 'ਤੇ ਗੱਲ ਕਰਦਿਆਂ ਇਸ ਸਮਝੌਤੇ ਨੂੰ ਪੂਰੀ ਤਰ੍ਹਾਂ ਰੱਖਿਆਤਮਕ ਪ੍ਰਕਿਰਤੀ ਵਾਲਾ ਦੱਸਿਆ ਅਤੇ ਕਿਹਾ ਕਿ ਇਹ ਤਿੰਨਾਂ ਦੇਸ਼ਾਂ ਦੇ ਦੂਜੇ ਰਾਜਾਂ ਜਾਂ ਸੰਗਠਨਾਂ ਨਾਲ ਮੌਜੂਦਾ ਕਿਸੇ ਵੀ ਦੁਵੱਲੇ ਜਾਂ ਬਹੁਪੱਖੀ ਸਮਝੌਤਿਆਂ ਨੂੰ ਰੱਦ ਜਾਂ ਬਦਲਦਾ ਨਹੀਂ ਹੈ।

ਮੱਕਾ ਸਮਝੌਤਾ ਉਸ ਦੁਵੱਲੇ ਰਣਨੀਤਕ ਆਪਸੀ ਰੱਖਿਆ ਸਮਝੌਤੇ 'ਤੇ ਬਣਿਆ ਹੈ ਜਿਸ 'ਤੇ ਪਾਕਿਸਤਾਨ ਅਤੇ ਸਾਊਦੀ ਅਰਬ ਨੇ ਸਤੰਬਰ ਵਿੱਚ ਦਸਤਖਤ ਕੀਤੇ ਸਨ, ਜੋ ਕਿ ਕਿਸੇ ਵੀ ਦੇਸ਼ 'ਤੇ ਹਮਲੇ ਨੂੰ ਦੋਵਾਂ 'ਤੇ ਹਮਲੇ ਵਜੋਂ ਪਰਿਭਾਸ਼ਤ ਕਰਦਾ ਹੈ।

ਇਹ ਪਾਕਿਸਤਾਨ ਨੂੰ ਪੱਛਮੀ ਏਸ਼ੀਆ ਦੇ ਵਧਦੇ, ਵਿਕਸਤ ਹੋ ਰਹੇ ਸੁਰੱਖਿਆ ਢਾਂਚੇ ਵਿੱਚ ਸ਼ਾਮਲ ਕਰਦਾ ਹੈ, ਭਾਵੇਂ ਇਹ ਖੇਤਰ ਭਾਰਤ-ਪਾਕਿਸਤਾਨ ਮੁਕਾਬਲੇ ਲਈ ਇੱਕ ਜੰਗ ਦਾ ਮੈਦਾਨ ਬਣ ਗਿਆ ਹੈ।
