Arvind Kejriwal demands special investigation team probe into 1984 anti-Sikh riots

Arvind Kejriwal has demanded an investigation by the Special Investigation Team into the 1984 anti-Sikh riots that followed the assassination of then prime minister Indira Gandhi by her Sikh bodyguards.

"I discussed it with the Lieutenant Governor and he is very positive on it. We will discuss the special investigation team formation and its terms in the next cabinet meeting," Mr Kejriwal said today.

The Chief Minister's demand is set to further strain ties between his Aam Aadmi Party (AAP) and the Congress, which provides external support to it. Congress spokesperson Randeep Surjewala said, "Our party is ready for any logical or judicial inquiry into the riots."

Congress vice president Rahul Gandhi had in an interview to a private news channel drawn a distinction between the Narendra Modi government's handling of the 2002 Gujarat riots and the 1984 riots, saying the Congress government had tried to stop the violence while Mr Modi had "abetted it."

Mr Kejriwal's Law Minister Somnath Bharti referred to both incidents in a controversial tweet to counter President Pranab Mukherjee's comments against "populist anarchy", which had been seen as a dig at AAP.

"If AAP actions were Anarchy, what would Hon President consider 1984 and 2002 riots as? Agitation? Lol. A good joke Mr President !!!.kamdar," Mr Bharti tweeted. He later denied posting the comment, which vanished from his Twitter page.

Arvind Kejriwal recommends Bhullar’s release

NEW DELHI: In a bid to appease Sikh supporters, chief minister Arvind Kejriwal has written a letter on Monday to Iqbal Singh, a Sikh leader who is presently camping at Jantar Mantar to demand justice for 1984 sikh riots.

After representatives of Iqbal Singh met Kejriwal recently, he accepted at least two of their demands including release of Devinderpal Singh Bhullar who is allegedly guilty of killing nine persons in a car bombing intended to kill Congress leader Maninderjeet Singh Bitta.

In the letter addressed to Iqbal Singh accessed by TOI, Kejriwal has assured Iqbal that the AAP government "is sympathetic to the issue and would take all necessary steps to ensure full justice. However the issues involved are very complex and require consultation at various stages. We will try to find solutions soonest," the letter says. It goes on to reveal that Kejriwal has already recommended the release of Bhullar.

Another demand of the group is to set up a Special Investigation Team (SIT) to probe the 84 Sikh riots. To this Kejriwal has said that he does not have the powers set it up on his own but that he will write to the Lieutenant Governor suggesting that an SIT be formed.

Re: Arvind Kejriwal Demands Special Inveistigation of 1984 Sikh Genocide (Updated)

One thing I admire about the parliamentary system is that is gives voters a viable third option. AAP has gained popularity because people are fed up with Congress and BJP.

In America, we only have 2 main parties that cannot agree on anything. They only act in the interest of their party, rather than the interest of the country. Their actions are aimed at promoting themselves, while sabotaging the other side. The voters are then forced to choose the lesser of two evils.

Nah, the two-party problem exists in both parliamentary and republican systems alike. In the USA it is deeply-entrenched, and in fact there are laws in many states that actually discriminate against third parties, but in Parliamentary systems it can exist as well.

It is primarily an artefact of the first-past-the-post voting system, which basically makes two-party systems inevitable. Watch this video by CGPGrey for an explanation:

In the long run, I can't help thinking that the victories for the AAP will be bad for India (and for Sikhs). Whilst Congress can't be trusted, the Hindu far-right are even worse. They were the sort of people who pushed for Operation Blue Star, and they are the ones who cheer on executions and discrimination. If not for right-wing voters (and Congress' attempts to appease them), half the atrocities against Sikhs may have been avoided, and the other half may have been investigated and punished already.

If the AAP take a considerable bite out of Congress, the spoiler effect (as described above) will give the BJP a strong victory. Further more, the AAP could have a polarising effect, draining moderates out of both parties.

Delhi government to decide on SIT probe in 1984 anti-Sikh riots on Thursday

New Delhi: The Arvind Kejriwal government in Delhi is likely to take a decision on forming a Special Investigation Team in the 1984 anti-Sikh riots in Delhi Cabinet meeting on Wednesday.

The Aam Aadmi Party is going all out to woo the Sikh voters keeping in mind that they could be beneficial to the party's prospects in the upcoming Lok Sabha elections. Delhi Chief Minister Arvind Kejriwal met Lieutenant Governor Najeeb Jung last week and discussed an SIT probe into the 1984 anti-Sikh riots.

Kejriwal said, "The setting up of SIT and its terms of references will be decided in the next Cabinet meeting. All details will be placed before the Cabinet."

Delhi Chief Minister Arvind Kejriwal met Lieutenant Governor Najeeb Jung last week and discussed an SIT probe into the 1984 anti-Sikh riots.

This comes days after the furore over Congress Vice President Rahul Gandhi's refusal to apologise for the 1984 anti-Sikh riots, the announcement of an SIT probe has been welcomed by the riot victims.

Senior Supreme Court lawyer HS Phoolka, who fought cases for the anti-Sikh riots victims, said, "Over 10 days back I had written a letter to Arvind Kejriwal that you take up the issue with the Lieutenant Governor because it is he who has to appoint the SIT."

BJP's ally Shiromani Akali Dal was clearly surprised by Kejriwal's gesture. SAD MP Naresh Gujral said, "I welcome Kejriwal's move demanding SIT. My party as well as BJP have been demanding SIT for the 1984 massacre of Sikhs which was done by the Congress party, engineered by the Congress party and executed by the Congress party."

Arvind Kejriwal to Najeeb Jung: Notify setting up of SIT on 1984 anti-Sikh riots

20 Feb, 2014, New Delhi

A day after Lt-Governor Najeeb Jung announced that most decisions taken by the Aam Aadmi Party (AAP) government will be carried forward, former Delhi Chief Minister Arvind Kejriwal on Wednesday asked him to officially notify the setting up of the Special Investigation Team (SIT) to probe the 1984 anti-Sikh riots. Sources, however, said the final decision on the matter will have to be taken by the Ministry of Home Affairs (MHA).

The L-G’s office will have to forward the proposal to the MHA, sources said. AAP leaders, on the other hand, said the meeting held by the L-G with officials of various departments on Tuesday did not take any decision on the SIT probe ordered by the AAP government.

“The list of decisions which the L-G decided to take forward did not include the SIT probe on the 1984 anti-Sikh riots. As a result, Kejriwal wrote to the L-G on the issue. He thanked the L-G for supporting his government’s decisions and suggested that police officers from outside Delhi be appointed in the SIT for an impartial inquiry,” Deepak Bajpai, AAP’s official spokesperson, said.

Earlier this month, the AAP government had set up an SIT for probing the riots.

Stressing on the urgency for an SIT probe, Kejriwal, in his letter to the L-G, said, “Some of the witnesses are already old and the SIT is perhaps their last hope of getting justice in this country. Therefore, I request you to kindly expedite the setting up of this team.”

Kejriwal even suggested the names of three senior IPS officers from outside Delhi, who could head the SIT, which has been asked to submit its report within a year.

“Many of the eyewitnesses have already been waiting for 30 years to provide their version of how they lost their near and dear ones in the riots, in which around 3,000 innocent people lost their lives,” an official statement of the party said.

Prof Bhullar won't be hanged: Centre tells Supreme Court

The Centre today told the Supreme Court that 1993 Delhi blast convict Devender Pal Singh Bhullar won't be executed because of his health.

The Centre gave this assurance to the Supreme Court after it expressed its anguish over the delay in framing its response to Delhi Lieutenant Governor Najeeb Jung's recommendation commuting Bhullar's death sentence.

"On January 6, the Lieutenant Governor has sent his recommendations but there is no decision by the Centre. In a case like this, the Centre should have taken decision without delay and this is really torture," a bench headed by Chief Justice P Sathasivam said.

The Home Ministry, the Centre informed the Court, will consider the Lieutenant Governor's views and send his recommendations to the President, as it sought two weeks' time to inform the bench about the fate of the mercy petition filed by Bhullar's wife.

The court will hear the case next on March 10.

Two weeks ago, the Delhi government had asked for Bhullar's death sentence to be commuted to life citing his mental illness. It also referred to the Supreme Court's landmark ruling in January that an exceptional delay in a decision on a convict's mercy petition is a valid reason to spare them the death sentence.

The Supreme Court judges who handed out last month's verdict also said that mental illness such as schizophrenia and the use of solitary confinement could make a convict eligible for a reduced sentence.
