WSUS Synchronization failed

    Here is the error I get from my secondary servers when I try to sync.
    Synchronization failed. Reason: Failed to approve some updates.
    The primary server is win 2003 and the secondary's are 2k. Everything was
    working great until we reformatted the original primary server and then
    reinstalled wsus on a fresh install of 2k3. Ever since then I get this error.
    I've even reinstalled wsus on the two secondary servers (I completely removed
    everything).

    What is the fix to get around this?
