Replication error 3167 when synchronizing replicas

I have a replicated Access 2003 database (mdb). The replica resides over a
WAN link. The database replicated fine in testing and has been in production
for about 2 weeks. When I attempt to synchronize the replicas now I get a
message stating that the synchronization failed with an ambiguous error
stating "record deleted" --- clicking on help brings up Error 3167 with no
further suggestions other than trying to skip to the next record.

Can records be deleted from either the design master or replica without
causing the replication process to fail? What are my options here?

Thanks for any help on this.
