BANGALORE: The Lokayukta has filed a criminal complaint against IT & BT Minister Katta Subramanya Naidu, a powerful Minister in Chief Minister B S Yedyurappa’s Cabinet, and 9 others.

A criminal case (Crime Number 57/2010) has been registered under the Prevention Of Corruption Act and under IPC Sections 419, 420, 465, 468, 471 against Naidu, his son Katta Jagadish, S V Srinivas, Jaggaiah, Venkaiah, Srinivasamurthy, Basawapoorniah, Shivananda (director Karnataka Udyog Mitra), Vi j ay Shnakar (Special DC KIADB), Muninarayanappa (SLAO, KIADB), government officials and others.

Additional director general of police R K Dutta said Naidu has been booked under Prevention of Corruption Act alongwith his son Jagadish, who is a corporator, and others, including the Deputy Commissioner and land acquisition officers.

The case has been registered on the basis of leads and evidence that came up in the course of investigation of the KIADB land scam.

Katta is the the third Minister in the BJP government facing criminal charges. The other two are Renukacharya and Hartalu Halappa. Renukacharya is alleged to have had a sex romp with nurse Jayalakshmi and is charged with criminal intimidation and abetment of suicide, while Halappa has been charged with raping his friend’s wife.

The Lokayukta had also trapped KGF MLA Y Sampangi while he was demanding and accepting Rs 5 lakh from a businessman assuring him of dropping his name from an FIR.

Katta Jagadish’s firm ITASCA in August 2006 submitted an application for IT and ITES SEZ project in Bandikodigehalli village. The application was facilitated by Katta Jagadish in Karnataka Udyog Mitra. Subsequent to the application, his father Naidu, overlooking irregularities in the application, its wrong processing and other frailties, ordered its presentation before the State High Level Committee headed by the then Chief Minister.

The application was approved and then piloted through a series of irregular processes. The application was processed through various wings of Industries Department by Naidu and his son Jagadish. In May 2007, the acquisition of land in Bandikodigehalli village was initiated and an MoU between ITASCA and KIADB for allotment of land was entered into.

For these and for obtaining the consent of farmers, majority of whom were family members and associates of Naidu and Jagadish, “illegal gratification” of Rs 87 crore was paid to a benami company of Naidu and Jagadish.

Officials of Industries Department and KIADB, who committed criminal misconduct in this process and were charged with various acts of forgery, fabrication of documents have also been listed as accused in the FIR.

The officials ITASCA and United Telecom who have paid the illegal amount to Indu Builders and Developers have also been arraigned as accused.
