I wish to create a database for use by many users in input data. Can
multiple users access the database at the same time and input data?

Yes, Access is a multi-user program.

The standard way of doing this is to split the database. If that is a new
    concept, see:

Yes. With a well designed database, 20-25 users are usually no problem. By
'well designed' you need to know about normalization and splitting a database.

Here's one resourse on splitting a database.
