We are implementing a new db in a few months which will be developed from a
2k3 workstation. One of our users has 2k installed, will they have problems
    accessing the db?

definitely it will be able to "access" in the most strictly limited sense of
the term...and in the 2k3 one has the option to use the 2000 file format -
which is critical to do so if that is ok with the developer in your
    situation....

any newer version i.e. 2k3 has features/commands that were invented after
the older version and which the older version simply can not understand....

you may have issues - looking at Microsoft's "What's New" can give you a
preview....there is just no way to be absolutely sure that I know of....
