Access 2003 hyperlink to text or bookmark in Word--publish?

    I've been trying to figure out how to provide hyperlinks to Word document
    bookmarks in an index of our constantly changing policies and procedures.
    (This will eliminate the need for updating forms in a duplicate directory
    available on the office network.) I've been maintaining pending policy
    changes and publishing a .rtf index report to a public folder.

    I've been able to link to text in any part of the word documents, but cannot
    find a way to publish this version of the index (a table) to any other folder
    without the links becoming unusable. The address of the hyperlink to text in
    the .doc adds this to the filepath, for example:
    doc#_Hlk140994303 1,13355,13371,1,,SERVICES INQUIRY
    ("services inquiry" is the display text and linked text)

    ***I thought of copying the database to a folder accessible by everyone, but
    the links will only work in the folder I created the database in!! Move the
    copied database back to the original folder...presto! the links work again.

    How do I get this index of links published to everyone without their having
    access to the database? I only need the users to have two tables of links
    work! I'm afraid I might have to update the links in the target
    index/database every time a policy changes. Any ideas?
