    When converting a front-end from 2000/2003 format to 97 format, Access 2003
converts the linked tables to local tables (the back-end is in 97 format).
This makes it impossible to convert a 2000/2003 front end for use with
Access 97 without using Access 2000 or 97 on another workstation to delete
and re-link the tables in the converted front-end.
This type of conversion worked perfectly with Access 2000, so it looks like
    this has been changed intentionally.
    Is there a workaround anyway?

It hasn't worked that way for me. All linked tables work just fine. I
suggest that you simply open the database front-end, delete all the links,
convert the fornt-end, then add the links back. That way you will not need
    to use another version.
