Diversion of funds: US sends team to Pakistan

Amidst former President Pervez Musharraf's revelation that Pakistan used US military aid to strengthen its defences against India, a top American military official on Tuesday said a team was recently sent to Islamabad to review the reimbursement system under Coalition Support

In a written reply to Senate Armed Services Committee, Chairman of the Joint Chiefs of the Staff Admiral Mike Mullen said the team was sent to review the Coalition Support Funds, which provides reimbursement to Pakistan for incurred while conducting operations against war on terrorism.

However, there was no reference if it had any links with Musharraf's recent claim that US military aid to Pakistan for the war against terrorism was used during his tenure to strengthen defences against India.

"We recently sent a team to Pakistan to review, with the Pakistan military, the CSF and other requirements in order to improve accountability and timeliness of payments," Mullen said. However, he did not say what was the result of the finding or if the team has returned.

Coalition Support Funds, he said, are a key element toward US objectives in the Afghan-Pakistan strategy.

"We continue to work with the Pakistan military to improve CSF processes, and ensure appropriate accountability and transparency for CSF," the Admiral said.

Mullen argued that the US should continue to support the Government of Pakistan to expand their capabilities and help them confront and defeat militant extremism wherever it may be in Pakistan.

"We must continue to work with Pakistan to approach the Taliban as a regional threat to both Afghanistan and Pakistan.

Taliban groups throughout the region derive their operational guidance from commanders at the local and tribal level," he said.

Responding to a question, he said, the US approach to defeating Al-Qaida must be one that builds trust with Afghans and Pakistanis while applying all instruments of power.

The United States requires diverse instruments to deny sanctuary to Al-Qaida and the Taliban now, and to generate a stable and secure Afghanistan capable of denying Al-Qaida return after the withdrawal of combat forces, and while it sustains and commitment to political and economic development in that nation, he said.

Mullen said defeating the Pakistan Taliban is an important component of the President's regional strategy.

Defeating the Pakistan Taliban will prevent Al-Qaida from collaborating with other extremist allies in the region and is necessary to ensure a stable, democratic Government of Pakistan (GoP), he said.

"Our role in defeating the Pakistan Taliban includes supporting the Government of Pakistan through diplomatic and military means," he said.

US slams Pakistan over diverting aid

The US State Department has reacted strongly to the revelation made by former Pakistan President Pervez Musharraf that US military aid given to Pakistan during his tenure was used to strengthen defences against India.

"I'll just say as a general principle we take very seriously any allegation of using US-origin military assistance for purposes other than we had already agreed to and that we had intended them for," said State Department spokesperson Ian Kelly.

This is the first time that Pakistan has admitted to diverting US aid given to fight the Taliban to strengthen its defenses against India. This is something that New Delhi has long suspected but had no proof of.

Musharraf's admission comes at a time when the Obama administration is asking Congress to approve $7.5 billion in aid to Pakistan over the next five years. As Congress debates the terms of aid to Pakistan next month, the former president's admission will only strengthen those voices that believe that US aid to Pakistan should be strictly monitored. Pakistan has been using military aid of US against India. They used Sabre jets and Patton tanks against India in the 1965 & 71 wars. In the Kargill war also they used the US supplied hardware. At that time too America had definitely not supplied arms to launch attack on India.

What action did US take then? There was not even a token stoppage of supply in spite of concrete evidence in form of aerial photographs. The supplies continued merrily.

The Pakistan was and IS a US Ally..while INDIA was....a SOVIET ALLY.
A Friend of a friend is a friend..and an enemy of the enemy is enemy..logic.
Now Pakistan is having feet in two boats..it is China ally, as well as US ally...Dohin hatheen laddoo is what i call this situation...
India is belatedly becoming a US Ally....but by now Pakistan is too entrenched in American Eyes...old flame..it was the US Seventh Fleet that saved Indias' *** in 1962..or China would never have declared UNILATERAL CEASEFIRE !!..and taken over MORE land...( I believe it will do that in the near future after finding out that India is still as stupid as it was in 1962)

Yes. In 1971 also Nixon moved in The Seventh Fleet from the Straits of Malacca into the Bay of Bengal and kept itself in the International waters just beyond the territorial waters of India. This was threatening move in support of its "ally" Pakistan. But still India went ahead and created Bangla Desh.

China is encircling India by building bases in Indian neighbours.After the Nepal fell to maoists it is now heavily tilted towards China.Sri lanka already got help from China against LTTE .At present the biggest threat to India is Maoists and China will surely support them

Actually China returned much of the captured territory except Aksai chin

he Chinese withdrew to the prewar Line of Actual Control and returned all the territory they had captured during the war, but kept disputed territories they had de facto control of prior to the war and had simply affirmed control of during the war by expelling the Indian forces.[6][17][18][50] Of the disputed areas, China kept most of the Aksai Chin, which comprised 32% of the disputed territory and withdrew from the North East Frontier Agency, which comprised 68%.[6] According to V.K. Yes Kanwardeep ji, you are right but now India is an "ally" both of USA and Russia. Other than some pinpricks, China is unlikely to go in for a big adventure.
So unless China feels threatened economically by India, it does not have any motivation to launch an all out attack. But Pakistan has fundamentalist motivations against India and in case Pakistan does attack India, China will give only "moral" support just as it did in 1965 & 71.

Your point seems to be continually missed in the western media. All eyes on all the usual targets, and something as big as Tyranosaurus Rex is off their radar screen. Figure it out.

This needs to be the strategy on the Western front. "We must continue to work with Pakistan to approach the Taliban as a regional threat to both Afghanistan and Pakistan." Not manipulations of funds based on past enmity.

But, IMHO, the US is backing a looser and state department officials from current and past presidential administrations will soon be called on the carpet to explain. Officials will in due time be called to testify before Congress -- everyone wiping their eyes from confusion, all about stagecraft, with both Congress members and the State Department professing 'that other cues had seemed more important to them at the time.' The blame game will be front and center-stage. The usual drama will seen daily on cable television coverage of government business on C-SPAN.

The US must be more visible in its support of Indian foreign policy and security. And must be visible in its support of continued, mutual discussions between Pakistan and India so that the events on India's western front do not continue to deteriorate and India finds no one is watching her back. If not, the impact will be global. China wins economic, political and military domination in the East. The East. All of it. Not just eastern India.

Russia I don't think is a power anymore so India can't rely on them.China is still a no match For USA they too are heavily dependent on them.Any type of economic sanction by USA could ruin china.Like India they too have too support 1.4 billion population so they can't think of going against USA.
