WHEN Tej Pratap Singh, along with his family, fled his hometown Dehradun after his thriving soda water factory and shop were burnt down and looted during the anti-Sikh riots in 1984, he did not know that the resettlement grant promised by the central government would elude him till today. The 74-year-old Sikh, the oldest survivor among the 91 heads of the riot-affected families living in
