Of course there are exceptions and history and historic interactions.

I kind of stretched my observation but I noted it during the cold war (or other wars) days where if the weaker side new the possible outcome, there will be less conflict or perhaps some conflicts would have been resolved in other ways than fighting. Not 100% but may be 10% peacesign.
