You may get a better answer in an Outlook newsgroup. This one is for the
Access database product.
Depending upon your version, click on the small folder icon at the bottomReference:: Sikh Philosophy Network http://www.sikhphilosophy.net/information-technology/7595-re-i-created-folders-outlook-cannot.html
left or find the FRolder list in the View menu. Click on the small + sign to
expand the tree.
It may also be that you don't have permissions to create some folders so
they disappear when you are done.
