Is it possible to package an access database so that it can be
distributed to users who do not have access installed on their pc.

I seam to recall it used to be a feature but I might have imagined it.

You could obtain the Developer's Tools for the desired version of Access.
Those provide tools and license to create packages that install a royalty
free runtime version of Access on the user's PC. Unfortunately Microsoft
only sells these kits for the latest version of Access so you would have to
scrounge the web to see if you can locate an older version.
