All the parms bracketed by "%" need to be filled in or deleted.
So you'd wind up with:
START /B /HIGH /MAX "'Returns' Startup" MSACCESS.EXE "Report Rail.dbm"
Although I suspect "Report Rail.dbm" needs to be qualified further...as in
"C:\Whatever\Report Rail.dbm".
Finally, is it really ".dbm"? or is it ".mdb"?
