 Victim of Torture: Medical report of Kulwant Singh Register to Remove Advertisements Kulwant Singh was the subject of arbitrary detention and torture by electrocution while in police custody in Amritsar,Punjab. He was detained with 5 other men, including French national Pal Singh.
