Feb 20 (IANS) Union Home Minister P. Chidambaram Saturday said that the centre could consider amnesty for Sikh youths, who had taken to militancy earlier, if the Punjab government drew a scheme on the lines of Jammu and Kashmir.

Speaking to reporters here after laying the foundation stone of the integrated check post (ICP) at the international border with Pakistan, Chidambaram said that the centre could consider an amnesty scheme for Sikh youths if the Punjab government drew up a plan.

The home ministry had recently announced an amnesty scheme for Jammu and Kashmir youths, who had taken to militancy, to return to the mainstream if they renounced militancy.

He said that the centre would be happy to accommodate such Sikh youths provided they renounce militancy and the separatist demand for Khalistan (a separate Sikh homeland).

The state's ruling Akali Dal and even Congress leaders in Punjab have demanded that there should be an amnesty scheme on the lines of Jammu and Kashmir to enable Sikh youths, who had once taken to militancy and were now living in other countries, to return to India.

Asked about the blacklisted people from Punjab who have been barred from returning to India, the home minister said it would be reversed if these people are ready to renounce militancy and give up the demand for Khalistan.

The home minister said that he would look into the continuation of the Disturbed Area Act in Punjab despite the fact that the state has been peaceful since 1995.

so the Ball is thrown at the feet of the two timing badal..ha ha ha..trust the centre to pass the buck....FACT" Badal ahs many mahy such Priosners of conscience in Punjab itself..and never says anything baout such prisoners in Tiharr jail etc..all this is shedding crocodile tears and chidambram caught him with his knickers down..

BJP differs with SAD on return of blacklisted Sikhs

BJP national secretary and Punjab affairs in-charge Balbir Punj on Tuesday opposed the return of blacklisted Sikhs to India from abroad.

Earlier, BJP had also opposed the return of Kashmiri youth from Pakistan to India when Union Home Minister given nod the draft prepared by the Jammu and Kashmir State Government to facilitate the Kashmiri youth who renounced the militancy and ready to join the national main stream.

Few days Back Punjab Chief Minister Parkash Singh Badal had urged the Union Home Minister P Chidambaram to facilitate the Sikh youth who left India after the Operation Blue Star in 1984 and settled at various foreign countries.

Now the statement of BJP General Secretary Balbir Punj shown that they were not carrying the similar thoughts as SAD kept for the Black listed Sikh youth.

Earlier, three-days back on February 20 during his visit in the border city Union Home Minister P Chidambaram had asked Chief Minister Parkash Singh Badal, “Here Government of Punjab should prepare proposal for the return of Sikh youth and Union Government would happily facilitate them to join the national mainstream.”

“If we are considering the scheme for the misguided youth of Jammu and Kashmir, certainly scheme would also be for the Sikh youths too,” P Chidambaram in the presence of Parkas h Singh Badal had said that Black list carrying the name of Sikhs who were ready to shun the demand of Khalisthan and also ready to give up militancy could return to India.

Talking about the gruesome killing of two Sikhs at Peshawar in Pakistan by Taliban outfit, Punj demanded that in the light of such circumstances Secretary level talk between India and Pakistan should be postponed unless Pakistan assured security of Hindus and Sikhs living in Pakistan.

Continuing further, Punj said that Pakistan should assured India that its territory would not be allowed for any kind of terror act against India.

Punj also urged the Union Government of India to grant asylum to the Pakistan based Hindu and Sikh families who were keen to migrate here from the trouble torn Pakistan.

Adding further he said that when Government of India had no problem to give asylum to Tibetans in India then why India Government was reluctant for Pakistani based Hindu and Sikh families for migration to India.

AMRITSAR: Punjab Deputy Chief Minister Sukhbir Singh Badal here on Monday categorically denied preparing draft for Black listed Sikhs staying abroad to further send to Union Government of India to facilitate their return to India.

Talking to the media persons here, Sukhbir described the issue of ‘Black listed Sikhs as international matter and such proposals were never prepared by the State Governments and moreover Punjab Government has no detail of Black listed Sikhs.

It is recalled that Punjab Chief Minister Parkash Singh Badal and Sukhbir Badal both had demanded from union Home Minister P. Chindambram to extend amnesty given to Kasahmir youth to Sikhs also.

Adding further about the about Blacklisted Sikhs, Sukhbir said that before moving their case to the Union Government, Punjab government must be provided these blacklists. He said that Punjab Government had been requesting Union Home Ministry to share these blacklists with Punjab government so that state could investigate their antecedents and take a view on those who want to return to mainstream. He regretted that despite various reminders, the Union Home Ministry has refused to share these lists with the Punjab government. He said that Shiromani Akali Dal would forcefully raise this issue in the ongoing Parliament session and impress upon Congress led UPA government that citizens of all states desirous of returning to mainstream should be treated equally and uniform amnesty scheme should be implemented for the citizens of all states.

Expressing concern over the beheading of innocent Sikhs in North Western Frontier region of Pakistan, Sukhbir said government of India should build up international pressure on Pakistan to force it take immediate steps to take punitive action against the culprits. “The government should not sleep in this matter. Life of Sikhs should be protected”. Sukhbir quipped.

Sukhbir requested to Prime Minister Dr. Manmohan Singh to take all diplomatic steps to force Pakistan to save the lives of Sikhs in the captivity of Taliban and bringing to book the guilty of gruesome killing of innocent Sikhs.

Showing concern for increasing attacks on Punjabis in general and Sikhs in particular in various countries including UK, Australia and now in Pakistan,. Sukhbir said that soft peddling of these serious attacks by Union External Affair Ministry, was sending a message that government of India was hardly concerned about life and security of its citizens working in various countries.

Sukhbir also condemned the murder of a Sikh shopkeeper Gurmail Singh in Huddersfield town in UK who has been savagely attacked by four youth on Saturday. He said that increasing attack on Punjabis in various countries, who have made a mark in various fields with sheer hard work and dedication, was a worrisome and Union Government must send All Party Parliamentary delegation to these countries to assure Indian immigrants about their safety and also force respective countries to take pro-active steps for the protection of Indian citizens.

BADAL WILL NEVER DO IT , NEVER NEVER NEVER . Badal only knows how to use Sikh sentiments by flaming Anti - Congress passions . He will never do anything remotely associated with the welfare of common Sikhs . Infact he dreads common Sikhs who are religiously & politically aware , he prefers to deal with MIDDLEMEN Babas , charlatans who carry BULK votes .
